CCP general secretary Xi Jinping presided over the study session, and he emphasized that in the face of the rapid evolution of new-generation artificial intelligence technologies, we must give full play to the advantages of the new national system, insist on self-reliance and self-improvement, highlight application-oriented approaches, and promote the healthy and orderly development of artificial intelligence in China in a beneficial, safe, and equitable manner.

After listening to the presentation and discussion, Xi Jinping delivered an important speech. He pointed out that artificial intelligence, as a strategic technology leading the new round of scientific and technological revolution and industrial transformation, is profoundly changing the way humans live and work. The Central Committee attaches great importance to the development of artificial intelligence. In recent years, it has improved top-level design, strengthened work deployment, and promoted a comprehensive and systematic leap in China’s overall artificial intelligence capabilities. At the same time, there are still shortcomings and weaknesses in basic theories and key core technologies. We must face up to the gaps, redouble our efforts, comprehensively advance AI scientific and technological innovation, industrial development, and empowerment applications, improve AI regulatory mechanisms, and firmly grasp the initiative of AI development and governance.

Xi Jinping emphasized that as a new technology and field, AI requires strong policy support. We must comprehensively utilize policies such as intellectual property rights, fiscal policy and taxation, government procurement, and facility access to improve technology finance design. We must promote AI education at all levels and general education throughout society to continuously cultivate high-quality talent. We must improve AI scientific research support, career support, and talent evaluation mechanisms to build platforms and create conditions for all types of talent to demonstrate their talents.

Xi Jinping pointed out that artificial intelligence brings unprecedented development opportunities, but also unprecedented risks and challenges. Xi Jinping emphasized that artificial intelligence can be an international public good that benefits humanity. We should carry out international cooperation in artificial intelligence extensively, help countries in the Global South strengthen their technological capabilities, and make China’s contribution to bridging the global intelligence divide. We should promote greater alignment and coordination among all parties in terms of development strategies, governance rules, and technical standards, and strive to establish a globally recognized governance framework and standards as soon as possible.
