On the afternoon of June 30, the Political Bureau of the CCP Central Committee held its 21st collective study session on improving the implementation of the spirit of the Eight-point Regulation and establishing a long-term mechanism for rectifying the “four winds.” CCP General Secretary Xi Jinping, on behalf of the leadership of the Central Committee, extended festive greetings to all Party members across the country on the eve of July 1st “CCP Founding Day.” In presiding over the study session, he emphasized that self-revolution is the second answer our Party has given to breaking free from the historical cycle of rise and fall, and that starting with improving work style to advance the comprehensive and strict governance of the Party is an important lesson of the Party’s self-revolution in the new era. After listening to the explanation and discussion, Xi Jinping delivered an important speech. He pointed out that the Eight-Point Regulation is a measure taken by the CCP Central Committee to set an example and is a landmark measure for governing the Party in the new era. Since the CCP’s 18th National Congress, the Party Central Committee has used the Eight Regulations as a starting point, adhering to strict rules and strong constraints, leading by example from the Politburo, focusing on problems and rectifying the “four winds” through focused education and a series of special campaigns, persisting in regular, detailed, and long-term efforts, and integrating the strengthening of party spirit, party conduct, and party discipline with rectifying party conduct and combating corruption. This has curbed many unhealthy trends that were once considered impossible to stop, eliminated some long-standing and intractable problems, and resolved many prominent issues that people strongly opposed. The Party’s conduct and political style have been completely renewed, and the overall level of Party governance has been significantly improved, mobilizing powerful positive energy for the development of the Party and the country.

Xi Jinping emphasized that our Party faces the arduous task of building socialism with Chinese characteristics, and the environment in which we govern is extremely complex. The string of self-revolution must be tightened even further. Party organizations and Party members at all levels and in all positions must assume the responsibility of self-revolution. Xi Jinping pointed out that advancing self-revolution must focus on strengthening the Party’s foundation and enhancing Party spirit. Strengthening party spirit lies in firming up ideals and convictions, forging loyalty to the Party, cultivating a deep sense of concern for the people, maintaining integrity and moral integrity, and staying clean and upright. We must strengthen theoretical study, uphold the spiritual pursuits of Communists; actively throw ourselves into the practice of building Chinese-style modernization, temper our lives through hard work and strive for the people, and elevate our moral standards through serving the people; actively participate in intra-party political life, courageously engage in self-reflection, and voluntarily accept education from the Party organization and supervision from all sides. Xi Jinping emphasized that the primary responsibility, supervisory responsibility, responsibility of the person in charge, and “dual responsibilities for one post” for governing the Party constitute a complete chain of responsibility, and each type of responsibility must be strictly implemented.
