On the afternoon of January 30, the Political Bureau of the CPC Central Committee held its 24th collective study session on forward-looking planning and development of future industries. Xi Jinping, General Secretary of the CPC Central Committee, presided over the session and stressed that the new round of technological revolution and industrial transformation is accelerating, with cutting-edge technologies continuously emerging to usher in and underpin the rapid rise of future industries. We must approach this from the strategic height of advancing the great cause of national rejuvenation and building China into a great modernized country. Standing on objective conditions and leveraging comparative advantages, we should pursue progress while maintaining stability and foster stepwise development to continuously drive breakthroughs in China’s future industries.

Xi Jinping delivered an important speech after listening to the explanation and discussion. Xi Jinping emphasized that future industries possess characteristics such as foresight, strategic importance, and disruptive potential, requiring scientific planning and holistic coordination. Efforts should focus on examining the primary directions for China’s future industrial development during the 15th Five-Year Plan period, scientifically evaluating technological pathways, and enhancing strategic foresight in cutting-edge technologies. Factors such as national strategic needs, technological maturity, and supporting conditions must be comprehensively considered to enable localized and differentiated development. Industrial synergy should be strengthened to ensure future industries complement emerging and traditional industries.
习近平强调，未来产业具有前瞻性、战略性、颠覆性等特点，需要科学谋划、全局统筹。要聚焦“十五五”时期我国未来产业发展的主攻方向，科学论证技术路线，提升前沿技术战略预判能力。要综合考虑国家战略需求、技术成熟程度、要素支撑条件等因素，因地制宜、错位发展。要强化产业协同，推动未来产业同新兴产业、传统产业相得益彰。
Xi Jinping pointed out that the pace, breadth, and depth of future industrial development are largely determined by the extent of scientific and technological breakthroughs. We must fully leverage the advantages of the new national system, adhere to the principle of “industry posing the questions, and science and technology providing the answers,” intensify efforts to tackle key core technologies in critical fields, strengthen the strategic, forward-looking, and systematic planning of basic research, and accelerate the transformation and application of scientific and technological achievements.

Xi Jinping emphasized that the rise of many future industries is driven by step-by-step breakthroughs made by enterprises. Enterprises must play a leading role, with various innovation resources concentrated in enterprises. We should vigorously cultivate leading technology enterprises and high-tech enterprises with advanced core technologies and strong innovation capabilities, driving the industry toward cutting-edge and high-end fields.

Xi Jinping pointed out that future industries have long cultivation cycles and high market risks, requiring policy support and effective government services. We must improve fiscal and tax policies, vigorously develop technology finance, comprehensively cultivate, attract, and utilize talent, and foster a strong atmosphere of encouraging innovation throughout society.
习近平指出，未来产业培育周期长、市场风险大，政策上要支持，政府要做好服务。要完善财税等政策，大力发展科技金融，全方位做好人才培养、引进、使用工作，在全社会营造鼓励创新的浓厚氛围。
Xi stressed that the development of future industries involves broad areas and requires a sound governance system. We must balance development and security, explore scientific and effective regulatory approaches, guard against related risks, and ensure both “flexible deregulation” and “effective oversight.” We should deepen international cooperation, actively promote joint standard-setting, rule-making, and industrial advancement among all parties. Leading officials at all levels must strengthen their learning of cutting-edge scientific knowledge, striving to understand technology, grasp industries, and make sound decisions.
