On the afternoon of July 30, the Political Bureau of the CCP Central Committee held its 27th collective study session on advancing the modernization of national defense and the armed forces with high quality. Xi Jinping delivered an important speech after listening to the explanation and discussion. He pointed out that advancing the modernization of national defense and the armed forces with high quality is an integral part of advancing modernization with Chinese characteristics. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has coordinated the strategic overall situation of the great rejuvenation of the Chinese nation with the profound changes the world has not seen in a century. It has placed strengthening and revitalizing the military at the forefront of the Party’s and the nation’s undertakings, unwaveringly upheld and strengthened the Party’s absolute leadership over the military, clearly put forward the Party’s goal of building a strong military in the new era, planned and implemented the new “Three-Step” Strategy for national defense and military modernization, and comprehensively advanced political building of the military, reform-driven strengthening of the military, science and technology-driven strengthening of the military, talent-driven strengthening of the military, and governance of the military according to law. Xi Jinping emphasized that political development of the military is the foundation upon which the People’s Army is built, and it determines the direction and fundamental character of national defense and military modernization. We must uphold and strengthen the Party’s absolute leadership over the military, fully implement the strategy for political development of the military in the new era, strengthen theoretical education, deepen ideological rectification, and lay a solid ideological foundation for officers and soldiers to heed the Party’s commands and follow the Party’s lead, ensuring that the military will always be under the Party’s command. We must vigorously advance the fight against corruption, improve the oversight system for major projects, and ensure that all construction projects meet the minimum standards for quality, capability, and integrity.

Xi Jinping pointed out that the fundamental objective and benchmark for evaluating the high-quality advancement of national defense and military modernization is always combat effectiveness. We must strengthen the military application of unmanned and intelligent technologies, deepen the development and utilization of the network-enabled information system, and gradually build an intelligent military system. We must strengthen the integration of combat capability systems, conduct effective combat-oriented testing and evaluation, steadily advance military training and combat readiness, and effectively defend national sovereignty, security, and development interests.

Xi Jinping emphasized that consolidating and enhancing the integrated national strategic system and capabilities is the only path to advancing the modernization of national defense and the armed forces with high quality. We must strengthen military governance; in conjunction with the implementation of cross-military-civilian reform tasks, we must optimize institutional mechanisms, improve policies and systems, and establish a cross-military-civilian working framework in which each entity fulfills its respective duties, collaborates closely, and operates in a standardized and orderly manner. Relevant departments of the central and state organs, as well as local Party committees and governments, must vigorously support national defense and military development, fostering a strong atmosphere throughout society of caring for, cherishing, building, and defending national defense.
