General Secretary Xi Jinping pointed out that common prosperity is the essential requirement of socialism and an important feature of Chinese-style modernization. We must fully recognize the great significance of promoting common prosperity, push for sustained new progress in promoting common prosperity, and lay a solid foundation for the comprehensive construction of a modern socialist country. 

Common Prosperity Is the Unswerving Goal of Our Party 

Enabling the people to live a good life and achieve common prosperity is the unswerving goal of the Chinese Communist Party (CCP). Since the founding of New China, especially since the reform and opening up, our Party has united and led the people to make remitting efforts toward the goal of achieving common prosperity. After the reform and opening up, our Party has profoundly summarized its historical experience, both positive and negative, and realized that poverty is not socialism. It allowed some people and some regions to get wealthy first and established the goal of “being moderately prosperous” for continuous advancement, and the quality of life and level of social sharing of the people have significantly improved. Since the 18th CCP National Congress, the Party Central Committee with Comrade Xi Jinping as the core has placed greater importance on the gradual realization of common prosperity for all people, and it has made a new exploration on the road to common prosperity as well as a new interpretation of the theory of common prosperity. The goal of common prosperity has made new deployment, has adhered to the people-centered development concepts, taken strong measures to safeguard and improve people’s livelihood, won the battle against poverty, and completed the building of a moderately prosperous society, taking a major step toward the goal of common prosperity for all. 

On this basis, the CCP Central Committee, in light of the new changes in the main contradictions facing Chinese society and in the response to the people’s new aspirations for a better life, has put forward the goals, requirements, and strategic plan for promoting common prosperity of all; during the 14th Five-Year Plan period, solid progress was made in achieving common prosperity for all. By 2035, more substantive progress should be made in achieving common prosperity for all; by the middle of this century, the common prosperity of all people will be achieved. The major strategic deployment of the Party Central Committee has drawn up a complete timetable and roadmap for promoting the common prosperity of all people. It reflects the continuity of historical development, conforms to the requirements and directions of the development of the new era and the fundamental interests of the common interests of all people, and reflects the essential features of socialism. It shows the original mission of the Party, and will surely unite the wisdom and strength of the whole Party and the people of all ethnic groups to build a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful, and to work tirelessly to create a happier and better life. 

Promoting Common Prosperity Enriches the Connotation of Human Modernization 

In its course of leading the people in creating a better life and gradually achieving common prosperity for all, the CCP has continuously deepened its understanding of the laws of promoting common prosperity, and the thought of common prosperity and its connotations have continued developing and have become enriched in content. Taking common prosperity as an important feature and an important goal of the Chinese-style of modernization shows that our Party’s understanding of common prosperity has reached new heights. It deeply reflects our Party’s deep understanding and accurate grasp of the laws of socialist modernization construction and opens up a new realm of sinicization of Marxism, making a great contribution of the CCP to scientific socialism. 

Throughout the 500 years of socialist development history, no socialist country has succeeded in achieving common prosperity. As the largest socialist country in the world, the comprehensive construction of a moderately prosperous society demonstrates the strong vitality of socialism and declares the bankruptcy of the “final conclusion of history.” The gradual realization of common prosperity for all will further enhance people’s confidence in socialism, serve as a model for the development of other socialist countries, and make a significant contribution to the innovative development of the socialist system throughout the world. 

Affluence is the goal pursued by all countries in modernization. Due to their social systems, the problem of common prosperity has not been solved and the gap between the rich and the poor has become more and more serious. With a population of more than 1.4 billion, China, as a whole, has entered into modernization and gradually achieved common prosperity with such a huge population, which is unprecedented in the history of the world. It will completely rewrite the map of high-income countries in human society, greatly improve human welfare on the whole, and make a positive effort to maintain world peace and security. The realization of common prosperity in China will also provide new options to other developing countries in promoting common prosperity and modernization. Promoting common prosperity for all of the people embodies the idea of people-centered development. It highly integrates the promotion of common prosperity with the realization of all-around human development, constantly solidifies the foundation for the realization of all-around human development, and makes China’s contribution, and provides China’s inspiration for the realization of free and all-around human development in human society. 

It Is of Special Importance to Accurately Grasp the Promotion of Common Prosperity 

China remains the largest developing country in the world and is still in and will remain in the primary stage of socialism for a long time. To promote common prosperity, we must be based on the fact that China is in the primary stage of socialism, keep in the right direction, and implement the decisions of the CCP Central Committee. 

Adhere to the implementation of the new development philosophy, the construction of a new development pattern, and the realization of high-quality development, and achieve more obvious substantive progress in the promotion of common prosperity. China’s per capita GDP has passed the $10,000 mark, but it is still far below the level of middle-sized developed countries. Development remains the foundation and key to resolving all problems in China. Without high-quality development, achieving common prosperity is out of the question. Common prosperity is also an integral part of high-quality development. Only by enabling the people to share in the fruits of development can the whole society’s drive and vitality for development be more widely stimulated; the people’s sense of gain, happiness, and security be more effectively enhanced; social harmony and stability be more sustained; and an enabling environment for development be created. 

Be persistent in doing your best and doing what you can. We should make greater efforts and more concrete measures to move forward at each juncture of time, and step by step achieve the goals, requirements, and strategic arrangements set forth by the CCP Central Committee. At the same time, profound lessons should be learned from the experience of some countries that have gone beyond the level of development to extend welfare benefits, resulting in an inadequate balance between equity and efficiency and affecting economic development and equitable distribution. We should always insist on gradually improving people’s living standards under the conditions that economic development and financial resources are permitted and take solid steps to get things done of which you are capable and which are of vital interest to the people. We must do so gradually, down to earth, and for a long time, and not to tantalize others and do not overdo things. 

Adhere to the integration of material and spiritual wealth. People’s yearning for a better life covers economic, political, cultural, social, ecological, and environmental aspects. Common prosperity is the prosperity of all the people, the prosperity of their material and spiritual life. While narrowing the income gap between urban and rural areas, among different regions and among individuals and increasing their income, we should continue to meet the diverse, multilevel, and multifaceted spiritual and cultural needs of the masses, establish cultural consciousness, and enhance cultural self-confidence. 

We should adhere to starting early and advancing in an orderly manner. Common prosperity is a long-term goal that requires a process and cannot be achieved overnight, with a full assessment of its long-term, difficult, and complex nature. To do this well, we cannot wait, but we also cannot rush into it. The overall goal should be broken down into phased goals, each stage should be divided into specific tasks, and what can be done as soonest possible based on existing conditions should be done to accumulate small wins into big wins. To promote common prosperity, it is impossible to focus on one single battle. It is necessary to fight a tough, but also a protracted war.
