Recently, the Central Committee of the Chinese Communist Party (CCP) issued the newly revised Regulations on Cadre Education and Training (hereafter referred to as the Regulations). On the occasion of the public release of the Regulations, a leader of the Central Committee Organization Department answered reporters’ questions concerning the revision and implementation of the Regulations.
近日,中共中央印发新修订的《干部教育培训工作条例》(以下简称《条例》)。《条例》公开发布之际,中央组织部负责人就《条例》修订和贯彻落实等问题,回答了记者提问。
1. Question: Please introduce the background and significance of the revised Regulations.

Answer: In January 2006, the Party Central Committee issued Regulations on Cadre Education and Training (Trial Version). Then, in October 2015, the Party Central Committee officially issued the Regulations. This was the first statute in the history of the CCP that comprehensively standardized the education and training of cadres. The Regulations have played an important role in improving the scientific level, institutionalization, and standardization of cadre education and training. In this way, the Regulations have cultivated high-quality cadres who are loyal, morally sound, and responsible. Cadres persist in building the Party ideology and in strengthening Party theory. Since the 19th Party Congress, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has provided scientific guidance and a fundamental ballast for cadre education and training. The Party Central Committee with Comrade Xi Jinping as the core has put forward a series of new concepts and ideological requirements for strengthening and improving cadre education and training. The circumstances and tasks confronting cadre education and training have also undergone new changes. For these reasons, it was urgent to revise and improve the Regulations in an effort to keep up with the times.

The revised Regulations: comprehensively implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; thoroughly implement General Secretary Xi Jinping’s important thoughts on Party building; earnestly implement the general requirements for Party building in the new era; and earnestly implement the Party’s organizational line for the new era. Furthermore, the revised Regulations standardize: overall requirements for cadre education and training in the new era, working principles and training targets, training content, means and methods, training support, assessments, and disciplinary supervision. In this way, the revised Regulations serve as the basic guideline for the education and training of cadres in the new era. The revision and implementation of the Regulations heartens souls and strengthens the foundation required to persistently employ Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The revised Regulations carry important significance for cultivating high-quality cadres who are politically strong, able to adapt to the requirements of the new era, and able to lead the socialist modernization drive.
这次修订的《条例》,全面贯彻习近平新时代中国特色社会主义思想,深入贯彻习近平总书记关于党的建设的重要思想,认真落实新时代党的建设总要求和新时代党的组织路线,对新时代干部教育培训工作的总体要求、工作原则和培训对象、培训内容、方式方法、培训保障、考核评估和纪律监督等作出进一步规范,是做好新时代干部教育培训工作的基本遵循。《条例》的修订和实施,对于坚持不懈用习近平新时代中国特色社会主义思想凝心铸魂、强基固本,培养造就政治过硬、适应新时代要求、具备领导社会主义现代化建设能力的高素质干部队伍,具有重要意义。
2. Question: What overall considerations were made during the revision process for the Regulations?
2.问:请介绍一下《条例》修订的总体考虑是什么?
Answer: Several overall considerations were taken into account when making revisions to the Regulations. First of all, it was a must to adhere to correct political stances and ideological guidance as well as to comprehensively implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era—especially General Secretary Xi Jinping’s important expositions on cadre education and training. It was also important to fully embody the new spirit and new requirements of the Party Central Committee on cadre education and training. The second consideration was to persist in advancing with the times while simultaneously maintaining integrity and the ability to innovate. These goals can be achieved by adhering to and mastering the principles and characteristics associated with cadre education and training. On the premise of maintaining the stability of the overall framework and main content and consistent with the spirit and practical work needs of the Party Central Committee, relevant provisions in the Regulations could be enriched, adjusted, and improved upon. Simultaneously, cadre education and training work should explore theoretical, practical, and institutional needs in an effort to bring about innovative results and mature processes. Ultimately, these results and processes will be elevated into institutional norms. The third consideration was to remain thorough in principle and effective in practice. The concept of system can be strengthened—not only by focusing on connections between the Constitution of the CCP Regulations on the Organizational Work of the Chinese Communist Party, Regulations on the Selection and Appointment of Party and Government Leading Cadres, the Civil Service Law of the People’s Republic of China, and other laws—but also by focusing on new practices and new circumstances associated with cadre education and training in the new era. In doing so, it becomes possible to propose targeted and operational measures from the institutional level.

3. Question: Can you introduce the main changes to the content of the Regulations?
3.问:请介绍一下《条例》主要修订了哪些内容?
Answer: The revised Regulations basically keep the original framework from the 2015 edition unchanged. A new section titled “Discipline and Supervision” was added, as were seven provisions. Six provisions were either consolidated or deleted. In total, there are 10 sections and 63 provisions in the revised Regulations. Several of the most notable revisions are provided below. First of all, there was a need to improve the guiding ideology and desired principles for cadre education and training. As such, the following concepts have been written into the guiding ideology: “Fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era”; “deeply understand the decisive significance of the ‘Two Establishes’; strengthen the ‘Four Consciousnesses’; firmly support the ‘four self-confidences’; achieve the ‘Two Safeguards’”; and “Provide high-quality education and training to cadres and high-level service for the development of the Party and the country’s undertakings.” In summary, based on the combination of new circumstances, tasks, and work needs, six principles of cadre education and training have been modified and improved. The second major revision was to clarify educational and training time requirements for civil servants at all levels. New stipulations for the amount of time civil servants are required to participate in education and training are based on the Civil Service Law of the People’s Republic of China (revised and promulgated in 2018), the Concurrent Regulations on Civil Servant Positions and Ranks (issued by the General Office of the CCP Central Committee in 2019), questionnaire surveys, and field research. The third major revision was designed to improve the cadre education and training system. It is now stipulated that cadre education and training should consider the in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the main theme. Education and training should also focus on the Party’s theoretical education, Party spirit education, duty performance training, and knowledge training. As such, refinements and adjustments were made to the key content of all sections. The fourth major revision was to standardize the institutional system for cadre education and training. Cadre education and training institutions include Party schools (or administrative schools), cadre colleges, socialism-focused colleges, departmental and industry training institutions, state-owned enterprise training institutions, and cadre education and training bases of higher learning. It was necessary to standardize the responsibilities of these six types of training institutions. The fifth major revision was the addition of a new section titled “Discipline and Supervision.” Content related to penalties from the 2015 version of the Regulations was integrated into a separate chapter to further strengthen the disciplinary requirements for cadre education and training.

4. Question: How are educational and training time requirements for civil servants at all levels stipulated in the Regulations?
4.问:《条例》对职级公务员教育培训时间量是如何规定的?
Answer: In accordance with the Civil Servant Law of the People’s Republic of China (revised and promulgated in 2018), starting on June 1, 2019, the country began implementing a parallel system of civil servant positions and levels (or ranks). The revised Regulations stipulate the amount of education and training time for civil servants at all levels. The revisions guarantee that all cadres have the right and obligation to receive education and training. In this way, the revised Regulations are ensured to be fully applicable to cadres undergoing training. According to the Concurrent Regulations on Civil Servant Positions and Ranks, issued by the General Office of the CCP Central Committee in 2019, the minimum rank for a comprehensive management category civil servant position corresponding to the deputy leadership position at the county level is level four researcher. The stipulations in the revised Regulations are based on many considerations: a comprehensive survey of ten thousand cadres as well as on-site investigations; the need to encourage and support cadres to enhance their quality and ability to better adapt to the responsibilities and tasks they undertake; and references to educational and training time requirements for Party and government leading cadres above the county level. With these considerations in mind, the Regulations stipulate that every five years, level four researchers and equivalent-level and higher-level civil servants should participate in extracurricular training at Party schools (or administrative schools), cadre colleges, other educational and training institutions, or centralized training that is recognized by authoritative departments in charge of cadre education and training. Training should last in total for at least three months or 550 class hours. The Regulations further stipulate that first-level directors and administrators as well as equivalent-level and lower-level civil servants should participate in yearly centralized training that is recognized by authoritative departments in charge of cadre education and training. For these personnel, training should last at least 12 days or 90 class hours.

It is necessary to point out that for level four researchers and equivalent-level and higher-level cadres who also hold section-level leadership positions at the village level, educational and training time requirements follow the principle of “go above and beyond to follow the high standard, not the low standard.” In accordance with cadre management authorities, human resource and personnel departments are responsible for coordinating and arranging training to ensure that the prescribed amount of education and training is completed.
需要指出的是,对于同时担任乡科级领导职务的四级调研员及相当层次职级以上的干部,教育培训时间量要求遵循“就高不就低”的原则,按照干部管理权限由相应的组织人事部门负责统筹安排参训,以确保完成规定的教育培训时间量。
5. Question: What standards and improvements have been made to the Regulations with regards to cadre education and training?
5.问:《条例》对干部教育培训内容作了哪些规范和完善?
Answer: The value of cadre education and training is that it leads to high-level efforts focused on developing the Party and the country’s undertakings. Looking back on the century-old history of the Party’s cadre education and training efforts, the CCP has consistently determined and improved the content of education and training based on the needs of different eras. The revised Regulations epitomize and improve the content and system of cadre education and training in accordance with General Secretary Xi Jinping’s important expositions on cadre education and training, the spirit of the 19th and 20th Party Congresses, and the evolution of cadre education and training since the 18th Party Congress. The revised Regulations stipulate the following: “the main theme of cadre education and training is the in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; educational focus shall be placed on Party theory, the Party’s characteristics and spirit, and duty performance training; and special attention shall be given to knowledge training.”

The above stipulations make it clear that the system of cadre education and training in the new era is primarily composed of four aspects: Party theory education, education in the Party’s characteristics and spirit, duty performance training, and knowledge training. Among these four aspects of the content system, Party theory education is essential, education in Party characteristics and spirit is the core, duty performance training is the key, and knowledge training is the foundation. Together, these four aspects constitute the system of cadre education and training with Chinese characteristics, and this content is distinctive, prioritized, organically connected, and mutually reinforcing. What needs special emphasis is that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as contemporary Chinese Marxism and twenty-first century Marxism, is not only the guiding ideology and essence of cadre education and training, but is also its main theme and top priority. All regions, departments, and units must: strictly implement the Regulations; highlight the Party’s innovative theoretical education during cadre education and training; persist on using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify thoughts, will, and actions; educate and guide cadres to comprehensively and systematically master the basic concepts and scientific system of this important Thought; grasp the worldview and methodology of this important Thought; adhere to and use the positions, viewpoints, and methods that run through this Thought; deeply understand the decisive significance of the “Two Establishes”; strengthen the “Four Consciousness,” firmly support the “Four Self-confidences,” and achieve the “Two Safeguards”; continuously improve political judgment, political understanding, and political execution; and effectively use this important Thought to build firm ideals, mold Party characteristics and spirit, guide practice, and promote the power of work.

6. Question: What new stipulations do the Regulations have for cadre education and training institutions?
6.问:《条例》对干部教育培训机构作了哪些新规定?
Answer: Cadre education and training institutions are the main channels for implementing training plans and completing training tasks. The revised Regulations summarize and incorporate the CCP’s established practices since the 19th Party Congress, and they further regulate the standardized management and quality improvement of cadre education and training institutions. First, the system of cadre education and training institutions has been standardized and clarified. For example, cadre education and training institutions can be broken down into six main categories: Party schools (administrative schools), cadre colleges, socialism-focused colleges, departmental and industry training institutions, state-owned enterprise training institutions, and cadre education and training bases of higher learning. For these six types of training institutions, responsibilities have been standardized according to their respective characteristics and advantages. The second stipulation puts forward requirements for Party committees at all levels to effectively run, manage, and build Party schools (administrative schools) and emphasizes the need to construct county-level Party schools (administrative schools) in accordance with local conditions. It is also necessary to deepen the reform of how schools are managed and to improve upon the schools’ administrative model. In short, it is necessary to continuously improve the capabilities and quality of schools. The third stipulation imposes restrictive regulations on the establishment of new cadre education and training institutions. The revised Regulations clarify that new cadre education and training institutions must be reviewed in strict accordance with relevant procedures and approved by institutional management authorities.

7. Question: What were the considerations for adding a new chapter on “Discipline and Supervision” to the Regulations?

Answer: In the original Regulations issued by the Party Central Committee in October 2015, content related to disciplinary penalties was split into relevant sections as appropriate; however, there was not a standalone section. The revised Regulations, on the other hand, integrate content associated with penalties into separate sections in an effort to: better adapt to the needs of the new situation and new tasks; further strengthen the discipline of cadre education and training; standardize the behavior of cadre education and training; and strengthen the rigid constraints that have been placed on system implementation. Furthermore, content has been improved upon based on relevant Party regulations, laws, and statutes that have been issued in recent years. The section “Discipline and Supervision” features a total of six provisions. Provision 55 clarifies the responsibilities of the main implementing bodies of the Regulations. Provision 56 clarifies the supervisory and management responsibilities of cadre education and training authorities. Provision 57 is a penalty stipulation for cadre education and training sponsors and training institutions. Provision 58 is a penalty stipulation for cadre education and training instructors. Provision 59 is a penalty stipulation for cadres who fail to fulfill their educational and training obligations. Provision 60 is a penalty stipulation for cadres who violate regulations and discipline during training. All regions, departments, and units must consistently and comprehensively implement the requirements of strict Party governance, insist on the strict governance of schools, teaching, and learning, and actively create an atmosphere of learning, frugality, and clarity.

8. Question: What specific arrangements does the Central Organization Department have for implementing the Regulations?
8.问:中央组织部对抓好《条例》的贯彻落实有哪些具体部署?
Answer: In its publication notice for the Regulations, the Party Central Committee put forth clear requirements for studying, publicizing, and implementing the Regulations. In addition, the upcoming National Cadre Education and Training Work Conference will also make arrangements for study and implementation work. All levels of Party committees (or Party organizations) as well as their cadre education and training supervisory departments and institutions must earnestly shoulder their responsibilities and adopt strong measures to promote the implementation of the Regulations in an effort to achieve tangible results. The first responsibility is to strengthen learning and training. The Organization Department of the CCP Central Committee will publish a reading guide for studying the Regulations and hold special training courses to strengthen the training of cadre education and training workers. Regions, departments, and units must incorporate the Regulations into the curriculum of all levels of Party committee (Party organization) theoretical learning centers, Party schools (administrative schools), and cadre colleges. The second responsibility is to improve supporting measures. The Regulations are the basic rules for cadre education and training in the new era. Issued at the same time as the Regulations, the National Cadre Education and Training Plan (2023-2027) is an action guide for cadre education and training for the next five years. Party committees (Party organizations) at all levels must research, formulate, and implement specific measures and methods in accordance with both the requirements of the Party Central Committee as well as their individual realities. It is necessary to compare the stipulations in the existing system with those in the Regulations. In this way, it becomes possible to effectively make changes as needed. The third responsibility is to strengthen supervision and inspections. All levels of Party committees (Party organizations) should: incorporate cadre education and training into the overall arrangements for Party building and economic and social development plans; consider the status and content of cadre education and training work when assessing leadership teams; and consider the status and content of cadre education and training work when conducting special inspections associated with the selection and employment of personnel. The departments in charge of cadre education and training should strengthen supervision and inspections related to the implementation of the Regulations in an effort to promptly discover and correct violations as well as to further enhance the authority and improve the performance of the system.
