On behalf of the Standing Committee of the Nineteenth Central Commission for Discipline Inspection, I hereby deliver this work report to the Fourth Plenum for your deliberation.
The main tasks of this Plenum are: Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must thoroughly implement the spirit of the Nineteenth Party Congress and the Second, Third and Fourth Plenums of the Nineteenth Central Committee, review the discipline inspection and supervision work of 2019, and deploy the tasks for 2020. This morning, General Secretary Xi Jinping delivered an important speech, in which he made strategic deployments for the modernization of the national governance system and governance capacity through new results in the comprehensive and strict governance of the Party and further pointed out the way forward and provided important guidelines to follow for promoting the high-quality development of discipline inspection and supervision in the new era. We must earnestly study and understand and resolutely implement these tasks.
I. Review of Work from 2019
The year 2019, the 70th anniversary of the founding of the People’s Republic of China was key for achieving the first centennial objective of establishing a well-off society in an all-around way. Based on the major changes unseen in the world in a century, the Party Central Committee with Comrade Xi Jinping at its core took charge of the overall strategy of the great rejuvenation of the Chinese nation, strengthened strategic planning, maintained strategic determination, adhered to the general tone of the work of seeking progress while maintaining stability, promoted the overall layout of the “Five-sphere Integrated Plan,” coordinated the promotion of the “Four Comprehensives” strategic layout, successfully coped with the complicated situation with obviously rising risks and challenges at home and abroad, and pushed the Party and the country to make new major achievements in various undertakings. Under the strong leadership of the Party Central Committee, the National Supervision Commission of the Central Commission for Discipline Inspection and local commissions for discipline inspection at all levels strengthened the “Four Consciousnesses”, upheld the “Four Matters of Confidence”, practiced the “Two Upholds,” faithfully performed the duties entrusted by the Party constitution and the Constitution, persisted in seeking progress while maintaining stability, seeking truth from facts, and complying with regulations, disciplines, and laws, upheld righteousness and discipline, promoted fearing to be corrupt, unable to be corrupt, and not wanting to be corrupt in an integrated manner, were firm and steady, stable and effective in discipline inspection and supervision work, and made new achievements in high-quality development.
(i) Insisted on tirelessly using Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era to arm the minds of the entire Party and promoted the implementation of major decisions and deployments of the Party Central Committee through actual practice of the “Two Upholds”
We insisted on learning, understanding, and actually practicing Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era. The Standing Committee of the Central Commission for Discipline Inspection took the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era as its main line, insisted on the combination of personal self-study with seminars and exchanges, carried out eight collective learning sessions by topic, gave full play to the role of leading learning and promoting learning, and practices integrated learning, thinking, and application and the unity of knowledge, belief, and action. We followed and studied the spirit of General Secretary Xi Jinping’s important speeches and important instructions, conveyed and studied 18 special topics, and researched specific implementation measures in combination with responsibilities. We earnestly studied and implemented the spirit of the Fourth Plenum of the Nineteenth Party Central Committee, deeply grasped the new tasks and requirements for discipline inspection and supervision by adhering to and improving the socialist system with Chinese characteristics and advancing the modernization of the national governance system and governance capacity, and promoted the improvement of the Party and state supervision system. We upheld the centralized and unified leadership of the Party Central Committee over discipline inspection and supervision and formulated and implemented specific measures of the Regulations of the Communist Party of China on Requesting Instruction and Reporting Major Matters. We carried out thematic education on “Remain true to our original intention and keep our mission firmly in mind,” held a special Party class and a national disciplinary inspection and supervision work conference, coordinated the promotion of thematic education of the Central Commission for Discipline Inspection, the State Supervision Commission, and the provincial, municipal, and county commissions for discipline inspection, implemented the deployment requirements of the Third Plenum of the Nineteenth Central Commission for Discipline Inspection, and seriously examined problems and implemented rectification. We persisted in studying, investigating, working, and summarizing all at once, conducted research on 10 key topics including preventing and resolving risks and challenges of discipline inspection and supervision under the new situation, and grasped the facts, solved difficult problems, and promoted work.
We promoted the reification and normalization of political supervision. We implemented the Opinions of the Central Committee of the Communist Party of China on Strengthening the Party’s Political Construction, fulfilled political responsibilities, strengthened supervision and inspection, resolutely corrected the problems of diminished political consciousness, weakened Party leadership, superficial Party-building work, and lax implementation of responsibilities, and urge the whole Party to practice the “Two Upholds.” We implemented the spirit of the Third Plenum of the Nineteenth Party Central Committee, strengthened supervision and discipline, and ensured the overall completion of the institutional reform tasks of the Party and state. We strengthened political supervision with a focus on major decisions such as maintaining stability while seeking progress, implementing the new development concept, and achieving high-quality development and major deployments such as deepening supply-side structural reforms, deepening reforms and expanding opening up, fighting the three tough battles (三大攻坚战), ensuring the improvement of people’s livelihoods, and comprehensively doing a good job in the “Six Stabilities” work. We improved the implementation of the major decisions and deployments of the Party Central Committee and the important instructions of General Secretary Xi Jinping regarding supervision and accountability mechanisms, encouraged all regions and departments to earnestly learn from the profound lessons of the illegal villas in Xi’an on the northern foot of the Qinling Mountains, concentrated on carrying out special treatment for corruption in the human defense system, and supervise planning and rectification of problems in the field of natural resources. Hebei, Guangdong, and other regions carried out in-depth inspections and rectification of illegally built large sheds and villas, and Yunnan, Qinghai, Ningxia, and other regions increased supervision and accountability for typical problems in the field of ecological and environmental protection. We carried out special rectification of the problem of leading cadres’ use of valuable and special products and special resources for personal gain and resolutely investigated and dealt with the issue of Kweichow Moutai Distillery’s former deputy secretary of the Party committee and chairman Yuan Renguo using alcohol for personal gain and reported the matter to the whole Party. Shanghai, Guangxi, and other regions focused on investigating and rectifying issues such as “sky-high priced cigarettes” and “customized wine.” We persisted in the organic combination of assistance responsibilities and supervision responsibilities and grasped the political ecosystem of regions, departments, and units as a whole. Beijing, Heilongjiang, Zhejiang, Hunan, and other regions explored the establishment of a political ecosystem monitoring and evaluation system and strengthened the supervision of the “top leaders” at key positions and key training cadres. The Central Commission for Discipline Inspection and the State Supervision Commission responded to 934 opinions on the Party’s work style and clean government from the Organization Department of the Central Committee. Disciplinary inspection and supervision agencies from across the country filed and reviewed 18,000 cases of violations of political discipline and punished 20,000 people, including 23 central management cadres.
We used iron discipline to maintain the unity and solidarity of the Party and created a positive atmosphere for fighting corruption. We strengthened theoretical interpretation and propaganda interpretation, carefully organized the “70 Years of Praise” series of reports, did a good job with respect to the large-scale achievement exhibition for the 70th anniversary of the founding of the country, and edited and published the Chronicle of Party Conduct and Clean Government Since the Founding of New China, comprehensively presenting the history of Party work style and clean government building and the anti-corruption struggle. We vigorously publicized the role models and advanced models of Li Xia and other workers on the discipline inspection and supervision frontline. We actively integrated this work into the overall Party propaganda work, actively promoted the media integration reforms of the Central Commission for Discipline Inspection and the State Supervision Commission, gave full play to the advantages of online publications, promptly and accurately conveyed the voice of the Party Central Committee, and effectively guided public opinion. We published the Warning Documentary on Investigation and Punishment of Cases of Violations by Party Members and Cadres since the Nineteenth Party Congress and produced the National Supervision feature film and Questioning of Original Intention warning film to cultivate the values of integrity and honesty. We promptly released review, investigation, and inspection information, reported and exposed typical cases, and strengthened supervision by the masses and public opinion.
(ii) Upheld the fundamental political stance of putting the people at the center and deepened and expanded the rectification of corruption and work style issues on the side of the masses
From top to bottom, we comprehensively rectified the prominent problems reported by the masses. The Central Commission for Discipline Inspection and the State Supervision Commission strengthened research and guidance, urged and promoted the implementation of the Party Central Committee’s policies to benefit the people, conducted special rectification incorporating eight aspects of thematic education, took the lead in coordinating with 15 central state institutions and departments, focused on 14 projects in four areas, rectified the problem of indifference to the interests of the masses, and announced the results of the special rectification work in four batches. All regions and departments made the resolution of the most urgent, most worrying, and most watched issues their top priority and centralized rectification by level and type.
We deepened special governance in the field of poverty alleviation. Focusing on deeply impoverished areas such as the “Three Regions and Three Prefectures” (三区三州), we kept a close eye on the hidden dangers of poverty alleviation project fund management and resolutely investigated and dealt with corruption, embezzlement, false claims, misappropriation, and favoritism to relatives and friends. We did a good job in special inspections, investigations, and rectifications for poverty alleviation. Focusing on the implementation of policies, implementation of responsibilities, and work style, we supervised and rectified such prominent problems as the imprecise grasp of poverty alleviation standards, the inadequate implementation of the “Two Assurances and Three Guarantees,” and the instability of policies after poverty alleviation targets are reached. We seriously investigated and deal with the “superficial projects” and “image projects.” Shandong, Gansu, and the Xinjiang Production and Construction Corps concentrated on rectifying formalism and bureaucratism in the field of poverty alleviation. A total of 85,000 corruption and work style issues in the poverty alleviation field were investigated and dealt with nationwide, and typical cases were analyzed to promote learning by analogy and continue to deepen corrections.
We dug deep and thoroughly investigated corruption and “protective umbrellas.” We combined the crackdown on organized crime with “swatting flies” at the grassroots level, strengthened coordination and cooperation with political and legal institutions, formulate policies related to cracking the “protective umbrella” to investigate and handle difficult problems, comprehensively searched for clues to handover issues, supervised key issues, and filed and investigated major and complex cases in a synchronous manner. We provided on-site guidance to investigate and deal with the accountability and corruption issues behind the criminal cases involving Sun Xiaoguo in Kunming City, Yunnan Province and Yu Wenbo and Yang Guang in Hulan District, Harbin City, Heilongjiang Province. Shanxi, Shaanxi, and other regions established a “joint point packaged case” (联点包案) mechanism and resolutely “broke the umbrellas and broke the networks.” A total of 38,000 cases involving organized crime, corruption, and “protective umbrella” issues were filed nationwide, 32,000 Party disciplinary and government sanctions were imposed, and more than 4,900 suspected crimes were transferred to the procuratorial institutions.
We resolutely investigated and punished problems that impacted the interests of the people in the field of the people’s livelihood. We persisted in in-depth investigations by industry and field and focused on urging the resolution of problems that impacted the interests of the people in education and medical care, ecological and environmental protection, food and drug safety, and other areas. All regions carried out special governance such as financial subsidy funds “all-in-one card” management and rural subsistence allowances. Hainan, Chongqing, Sichuan, and other regions have improved the supervision and management mechanisms for funds meant to benefit the people and intensified rectification efforts. A total of 104,000 cases of impact on the interests of the people in the field of the people’s livelihood were investigated and handled nationwide, and 132,000 people were dealt with, We continuously enhanced the people’s sense of gain, sense of happiness, and sense of security.
(iii) Thoroughly implemented the spirit of the Eight-Point Regulation and unceasingly corrected the “Four Malfeasances”
We conscientiously implemented the spirit of General Secretary Xi Jinping’s important instructions regarding “perseverance, continuous exertion, and new achievements.” The Central Commission for Discipline Inspection and the State Supervision Commission formulated and promoted the implementation of the Eight-Point Regulation and its implementation rules, improved the statistical indicator system, and held video and telephone conferences to make deployments. We adhered to the combination of routine supervision and special supervision, upheld each node one by one, dug deep and investigated the problems of violation of discipline and style and invisible mutation, continued to rectify outstanding issues such as illegal collection of gifts and cash presents, illegal food and drink, and illegal granting of allowances and subsidies and resolutely prevent a resurgence of the “Four Malfeasances.” The Central Commission for Discipline Inspection and the State Supervision Commission reported 31 typical problems in five batches. Discipline inspection and supervision agencies across the country investigated and dealt with 61,000 spiritual problems that violated the Eight-Point Regulation and dealt with 86,000 Party members and cadres, and applied Party discipline and government sanctions to 66,000 people, sending a strong message that we will monitor more closely and impose discipline more strictly.
We deepened the rectification of formalism and bureaucratism. We paid close attention to the implementation of the Party Central Committee’s decisions and deployments and resolutely rectify issues such as lack of respect, indifference, empty expressions, inaction, omission, slow action, and even false action. We implemented the requirements of the Party Central Committee’s “Year of Grassroots Burden Reduction” (基层减负年), encouraged leading agencies and leading cadres to turn the magnifying glass on themselves, and solved the phenomena of the heavy burden of countless documents and meetings and excessive and frequent inspections and supervision. We incorporated the rectification of formalism and bureaucratism into the focus of inspections, supervision, review, and investigation and seriously investigated and dealt with formalism and bureaucratism in Fuyang City, Anhui Province, reporting the matter to the whole Party. Discipline inspection and supervision institutions across the country concentrated on investigating and prosecuting a number of typical cases.
We built a long-term mechanism to correct the “Four Malfeasances.” We grasped common problems and recurring problems, identified the crux of problems and solved them using a classified approach, promoted the improvement of the systems and regulations for the disbursement of subsidies and allowances, issuance of meeting documents, official receptions, and supervision and inspection. We unblocked supervision and reporting channels. Inner Mongolia, Liaoning, and other regions explored the construction of anti-corruption big data supervision platforms used to promptly find clues and handle problems. We used typical cases to carry out warning education, urged Party members and cadres to use these cases as mirrors, and eliminated the roots of wrong ideas from their views on values and political achievements.
(iv) Deepened political inspections and inspection rectification and furthered the role of inspections as a sword
We upheld the functional positioning of political inspections. We highlighted the “Two Upholds” and focused on political responsibility. With a focus on the implementation of the Party’s line, principles, and policies and the Party Central Committee decisions and deployments, the strategic deployments for the comprehensive and strict governance of the Party, the Party’s organizational line for the new era, and inspection and rectification requirements, we accurately discovered problems and corrected political deviations. We organized the third and fourth rounds of inspections of the Nineteenth Central Committee, conducted inspections on 42 centrally managed enterprises and the Party groups (Party committees) of three industry authorities, and achieved the full coverage of inspections of centrally managed enterprises. We conducted inspections on 37 central and state institutions, units, and Party organizations. We “looked back over” the situations of special inspections and rectification for poverty alleviation. The central inspection teams accepted more than 90,000 petitions and reports from the masses and handed over a number of problems and clues to the Central Commission for Discipline Inspection, the State Supervision Commission, and the Central Organization Department. The Party committees of all provinces, autonomous regions, and municipalities and the Party groups (Party committees) of some central government institutions conducted inspections of Party organizations in 134 cities, 1,011 counties, and 1,945 departments, enterprises, and institutions.
We improved the inspection and rectification mechanisms. We viewed inspection and rectification as a touchstone for testing the “Four Consciousnesses” and “Two Upholds” and consolidated the entities mainly responsible for inspection and rectification. We regarded the supervision and encouragement of inspections and rectification as an important part of daily supervision and vigorously urged the rectification of unfulfilled poverty alleviation responsibility and inaccurate work and situations where some central enterprises failed to satisfactorily implement national strategy, slowness in the implementation of major reforms, and prominent corruption risks. We informed the Party Central Committee, the responsible leaders of the State Council, and relevant functional departments about the inspection situation and submitted 15 special inspection reports to the Office of the Central Commission for Comprehensively Deepening Reform. We improved the reporting and review mechanisms of inspections and rectifications and made public all rectification situations.
We persisted in the integrated advancement of inspections and investigations. We convened a national inspection work conference and made deployments to improve the inspection pattern and promote the in-depth development of inspection work. We carried out pilot inspection work projects for supervision and guidance in provinces, autonomous regions, and municipalities, formulated guidelines for inspections by central ministries and commissions and central government and state institutions and departments (Party committees), and promoted the implementation of responsibilities and standards in the work. We convened a national city and county inspection work promotion meeting and prompted the improved focus and effectiveness of inspection and supervision. All cities and counties across the country carried out inspections, covering 11,000 townships and towns, 59,000 departments, enterprises, and institutions, and 225,000 village-level Party organizations. Fujian, Guizhou, and other regions developed innovative methods, synchronized patrol inspections, performed cross-maneuver inspections, and continuously improved the full coverage quality.
We must strengthen the standardization construction of inspection work. We promulgated regulations for the central inspection team leader responsibility system implementation method and the deputy team leader’s job responsibilities and improved and the inspection team’s leadership system and working mechanisms. We established coordination and cooperation mechanisms between central inspection institutions and the relevant departments of the Central Commission for Discipline Inspection and the State Supervision Commission and strengthened coordination and collaboration with organization, audit, and petition departments. We must strengthen the construction of informatization and improve the scientific level of inspection and investigation work.
(v) Strengthened the basic responsibilities of supervision and strictly enforced discipline and accountability
We carried out in-depth and practical supervision responsibilities. We adhered to high-quality supervision to promote high-quality development, focused on the “critical minority,” strengthened routine supervision, embedded ideological and political work and mass work throughout the process, and used individual talks, participation in democratic life meetings, and suggestions for disciplinary inspection and supervision, to grasp normalized supervision at close range. We strengthened the supervision of petitions, promoted the construction of a reporting platform for issues found in inspection, performed regular screening and analysis, and accurately performed research, judgment, and handling. We increased the strength of random checks on the results of inquiries by letters, gave and adopted feedback on truthful reports, severely dealt with deceptive organizations, and cleared the names of the falsely accused.
We deepened the use of the “Four Forms.” We persisted in punishing past crimes, treating the sick, and saving people, combined strict management and loving care with an equal emphasis on incentives and constraints, comprehensive considered factual evidence, ideological attitudes, and discipline enforcement standards, and accurately and properly used the “Four Forms.” Discipline inspection and supervision agencies across the country used the “Four Forms” to criticize, educate, assist in, and handle issues a total of 1.849 million times. We made good use of the first form, with 1.246 million instances of interviews, letters, inquiries, criticisms, and education sessions, accounting for 67.4% of the total, of which 457 were central management cadres. Using the second form, we applied a total of 463,000 light sanctions and organizational adjustments, accounting for 25%, of which 16 were central management cadres. Using the third form, we applied a total of 72,000 heavy penalties and major job adjustments, accounting for 3.9%, of which nine were central management cadres. Using the fourth form, we dealt with serious violations of discipline and law and suspected job-related crimes, and expelled persons sentenced for other crimes from Party membership and public office a total of 68,000 times, accounting for 3.7%, of which 20 were central management cadres. Tianjin, Jilin, and other regions strengthened follow-up and return visits for the punished personnel to fully demonstrate organizational concern.
We implemented precise and strong accountability. The Party Central Committee revised the Regulation of the Communist Party of China on Accountability, improved accountability procedures, and improved the political nature, accuracy, and effectiveness of accountability. We insisted on strict accountability and resolutely pursued accountability in cases of serious consequences and adverse effects due to laxity in the “Four Consciousnesses,” irresolution in the “Two Upholds,” imperfect implementation of the “Two Responsibilities,” and poor performance of management and supervision responsibilities. We implemented the requirement of “Three Distinctions,” not only preventing ineffective accountability, but also preventing over-generalization and simplification. Central Commission for Discipline Inspection and the State Supervision Commission imposed serious accountability for the major “3/21” explosion accident of Jiangsu Xiangshui Tianjiayi Chemical Co., Ltd. and violations of the Jilin Changbai Mountain International Tourism Resort project. A total of 8,194 Party organizations, 108 discipline inspection committees (discipline inspection groups), and 45,000 Party members and leading cadres were held accountable across the country.
(vi) Promoted the reform of the discipline inspection and supervision system as a whole and continuously raised the level of standardization and rule of law
We promoted the “three reforms” in a unified manner. We upheld the Party’s full-coverage, comprehensive, and end-to-end leadership of discipline inspection and supervision work, continued to promote the reform of the Party’s disciplinary inspection system, the reform of the national supervision system, and the reform of disciplinary inspection and supervision institutions, strengthened the leadership of superior commissions for discipline inspection over their subordinate commissions for discipline inspection, improved the working mechanisms of “Two Mains, One Report” (两为主一报告) for the subordinate commissions for discipline inspection and “Three Mains, One Report” (三为主一报告) for accredited agencies (派驻机构). We gave full play to the advantages of joint Party and government offices and improved the discipline enforcement working mechanisms of unified decision-making and integrated operation. We improve the grassroots discipline inspection and supervision organization system. Jiangxi, Xinjiang, and other regions carried out the standardization and regulation of the township and town discipline inspection committees. We optimized internal institutions and operating mechanisms and promoted function alignment between the internal institutions of the Commission for Discipline Inspection and Supervision and accredited agencies. The commissions for discipline inspection and supervision at or above the prefectural fully completed the establishment of supervision and inspection and examination and investigation departments to further strengthen supervision and internal constraints.
We promoted the reform of accredited agencies by type. We thoroughly implemented the Opinions on Deepening the Reform of the Accredited Agencies of the Central Commission for Discipline Inspection and the State Supervision Commission, further promoted the reform of the discipline inspection and supervision system of centrally managed colleges and universities with the inclusion of central level-1 Party and state agencies, centrally managed enterprises, centrally managed financial enterprises, Party committee secretaries, and principals, granted corresponding supervisory powers, and formulated assessment methods. We carried out a pilot reform of the discipline inspection and supervision systems of vertical management units and some higher-level management-based units and promoted the reform of the discipline inspection and supervision systems for central enterprises under the leadership of the State-owned Assets Supervision and Administration Commission of the State Council. We strengthened the leadership of the reform of accredited agencies in provinces, autonomous regions, and municipalities. Local commissions for discipline inspection and supervision fully completed dispatch of discipline inspection and supervision teams to Party and government institutions after institutional reform and carried out the reform of the discipline inspection and supervision institutions of the enterprises and institutions managed by the local Party committees according to local conditions. Disciplinary inspection and supervision institutions throughout the country handled 275,000 clues, made 83,000 inquiries, initially verified 210,000 issues, filed 66,000 cases, and punished 59,000 people.
We improved institutions and mechanisms. The Party Central Committee promulgated and implemented the Rules of the Chinese Communist Party for Discipline Inspection Authority Supervision and Enforcement, reviewed and approved the Regulations on Supervision of Law Enforcement by Supervisory Institutions, and strictly regulated the enforcement of discipline and law enforcement by discipline inspection and supervision institutions. We assisted the Standing Committee of the National People’s Congress to do a good job in legislation related to administrative sanctions for public officials. According to the requirements of the Party Central Committee, we coordinated and promoted in an orderly manner the special work of supervision commissions to report to the Standing Committee of the National People’s Congress at the same level, conducted joint investigations with the Standing Committee of the National People’s Congress and the Supervisory and Judicial Committee of the National People’s Congress, and put together special reports. We formulated regulations and systems such as the Work Rules for Discipline and Supervision Organs’ Investigation and Handling of Reports and Accusations and Regulations for Disciplinary Inspection and Supervision Organs’ Handling of Active Cases (for Trial Implementation). We proactively connected with the reform of the trial-centered litigation system, improved the connection mechanisms of case handling procedures and evidence standards, and promoted mutual cooperation and mutual constraint with judicial institutions and law enforcement agencies.
(vii) Promoted fearing to be corrupt, unable to be corrupt, and not wanting to be corrupt in an integrated manner and consolidated and developed the overwhelming victory in the fight against corruption
The comprehensive effect of the unified promotion of the “Three Nos” has fully manifested. We deeply grasped the major judgments and requirements of “the overwhelming victory in the anti-corruption struggle” and “we cannot underestimate the severity and complexity of the situation,” correctly grasped the inner connections of “fearing”, ” being unable” and “not wanting to” [be corrupt], and continued to deepen treatment of both the symptoms and the root causes. We focused on reducing the existing stock and having zero tolerance for any increase. Those who were not restrained after the Eighteenth Party Congress and especially those who still did not know how to stop and acted boldly after the Nineteenth Party Congress were discovered and dealt with jointly. The Central Commission for Discipline Inspection and the National Supervisory Commission filed cases for review and investigation of 45 central management cadres. Discipline inspection and supervision institutions across the country filed 619,000 cases for review and investigation, imposed 587,000 Party discipline and government sanctions, and transferred 21,000 suspected crimes to procuratorial institutions. Under the strong deterrence and policy inspiration, 10,357 people across the country surrendered voluntarily, including five central management cadres and 119 provincial management cadres. We deepened the use of cases to promote reforms and the use cases as lessons and strengthen Party spirit education and integrity education. Anhui, Henan, Tibet, and other regions focused on finding loopholes in the system from typical cases and urged relevant departments to deepen reforms and improve their systems.
We strictly investigated and dealt with corruption cases where political and economic issues were intertwined. We persisted in starting from political discipline investigation first, resolutely investigated and punished Zhao Zhengyong, Qin Guangrong, Meng Hongwei, Chen Gang, and others who had no respect for political discipline and political rules and were self-interested and two-faced people who were disloyal to the Party, dishonest, and severely corrupt. We dug deep and investigated Yun Guangzhong, Zhang Maocai, Nur Bekri, Qian Yinan, Zhang Qi, and other clan-style corrupt individuals that used power for personal gain and did not separate their own interests from their responsibilities. We severely punished the negative examples of Li Shixiang, Bai Xiangqun, Jin Suidong, and other officials and businessmen who colluded with each other and are willing to be bought (甘于被“围猎”, lit. willing to be hunted). We eliminated corrupt elements such as Zhao Jingwen and Zhao Hongshun who abused the institutions in their charge for personal gain and hurt the public for their own profit. We worked to rectify “chain-like” corruption in sectors with high concentrations of power, capital, and resources. We intensified anti-corruption efforts in the financial sector. Discipline inspection and supervision institutions across the country filed and investigated more than 6,900 cases of violations of discipline and law in the financial system.
We deepened the promotion of international cooperation in anti-corruption activities. We successfully held the Clean Silk Road Sub-forum as part of the “Belt and Road” Forum for International Cooperation, initiated the Clean Silk Road Beijing Initiative, promoted the improvement of the long-term mechanisms for the clean construction of the China-Laos railway, and promote anti-corruption cooperation under the frameworks of the United Nations, G20, APEC, and BRICS. We promulgated the Regulations for Disciplinary Inspection and Supervision Organs’ Handling of Anti-corruption, Fugitives, and Stolen Goods, and Other Foreign-related Cases (for Trial Implementation), launched the special initiative for the international pursuit of fugitives and stolen goods related to crimes involving official duties, and brought a batch of long-term fugitives related to such crimes to justice one after another. We paid close attention to the fields of foreign investment and cooperation for state-owned enterprises and financial institutions and the establishment of overseas branches and encouraged relevant departments to strengthen supervision and improve systems. The “Skynet 2019” action recovered 2,041 fugitives, including four “Top 100 Most Wanted Personnel” (百名红通人员) people, 40 “Most Wanted Personnel” (红通人员), and 860 Party members and state officials, and recovered 5.42 billion RMB in stolen funds.
(viii) Strengthened ideological training, political training, practical training, and professional training and worked hard to improve the self-consciousness and self-discipline of discipline inspection and supervision cadres
We gave full play to the leadership role of the Party’s political construction. The Standing Committee of the Central Commission for Discipline Inspection attached great importance to self-construction, adhered to collective leadership, improved the collective learning system, and strove to set an example. We carried out in-depth education on the theme of “Remain true to our original intention and keep our mission firmly in mind,” used Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era as arms for the mind and a source of cohesion, guided discipline inspection and supervision cadres to resolutely maintain the authority of the Party Central Committee and its centralized and unified leadership, resolutely served to ensure the development of the Party and the country, resolutely safeguarded the interests of the people, and resolutely defended the Party’s advanced nature and purity. We thoroughly implement the Opinions on Strengthening and Improving Party Building in Central and State Organs and implemented the “Two Upholds” when fulfilling duties and responsibilities. We fully implement the responsibility system for Party-building work and strengthened the political functions of Party branches. Carefully examine the two major risks of non-accountability and inaction as well as inaccuracy and chaos, cultivated the spirit of struggle and strengthened the combat ability of the front line in the fight against corruption, and honed a character and style of loyalty to the Party, courage to take responsibility, modesty and prudence, and the “Three Stricts, Three Honests.” We helped solve the practical difficulties of cadres and convey the warmth of the organization to the hearts of cadres.
We strictly strengthened the construction of discipline inspection and supervision cadre teams. We adhered to the principle of the Party’s management of cadres, broadened our vision when selecting and employing people, and selected the best to build a strong leadership team. We strengthened specialization construction, implemented the supervision and discipline work rules and the supervision and law enforcement work regulations, and carried out staff-wide training and assessment by level and type. We strengthened disciplinary thinking and procedural awareness, strengthened and improve case trial work, strictly imposed review and approval authority, and standardized work processes. The Central Commission for Discipline Inspection and the State Supervision Commission clarified the “Six Prohibitions” negative list and strictly implemented the registration and filing system for inquiries and interventions in supervision and review. Jiangsu, Hubei, and other regions strictly enforced discipline inspection and supervision for cadres engaged in foreign relations and strengthened self-discipline. We gave full play to the role of special inspectors and consciously accepted supervision in all aspects. We persisted in facing the problem squarely and turning the blade inward, seriously investigated and punished cases of self-seeking, abuse of power, and other issues, and resolutely prevented “black areas under the light” (灯下黑, problems that go unnoticed because they are right under our noses). Nationwide, inquires were made of more than 9,800 disciplinary inspection and supervision cadres. We organized the handling of 13,000 people, punished more than 3,500 people, and transferred 150 suspected crimes to procuratorial institutions.
Over the past year, we have persisted in focusing on the center, serving the overall situation, and took action based on our responsibilities. In this process, we formulated some knowledge and experience in our work.
– We must uphold the true study, true understanding, true belief, and true application of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era and always maintain the correct political direction. Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era is the ideological banner of the Chinese Communists in the new era and is the guide to action and fundamental guideline to follow for discipline inspection and supervision work in the new era. We must continuously study it, practice it, understand it, integrate it with reality, and practice it creatively and consciously and concretely maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core. We must master the methods of using the standpoints that run through it, resolutely implement the major policies, key tasks, and important measures of the Party Central Committee’s comprehensive and strict governance of the Party, consciously use the valuable experience of the “Six Unifications” and the “Five Musts,” firmly believe in the unity of words and actions, practice and knowledge, and ensure the stability and long-term progress of discipline inspection and supervision.
– We must persist in following up on all the Party Central Committee’s major decisions are deployments and political supervision tasks and take the lead in practicing the “Two Upholds.” Discipline inspection and supervision institutions are an important force in governing the Party and their fundamental mission is to maintain the authority of the Party Central Committee and the unity and solidarity of the Party. We must keep a close eye on the implementation of the Party constitution, Party rules, Party discipline, Constitution, laws and regulations, the Party’s line, principles, and policies, and the Party’s central decision and deployment, keep an eye on the implementation of the spirit of the important instructions of General Secretary Jinping, perform supervision at the front and active supervision, urge the whole Party to continuously improve their political consciousness of strengthening the “Four Consciousnesses”, upholding the “Four Matters of Confidence,” and practicing the “Two Upholds,” and unswervingly persist in consolidating, improving with the times, and developing the system of socialism with Chinese characteristics.
– We must adhere to the responsibilities and positioning given by the Party constitution and the Constitution and promote the high-quality development of discipline inspection and supervision. High-quality development is concrete and practical. We must focus on the main responsibilities and main undertakings, continue to deepen the “Three Transformations,” and do every job and handle every case in accordance with regulations, discipline, and laws. Seeking truth from facts is the lifeline for the high-quality development of discipline inspection and supervision in the new era. We must know the one is one and two is two, deal with problems objectively and fairly, perform duties accurately and efficiently, supervise and standardize the use of power, promote the coordination of assistance responsibilities and supervisory responsibilities and ensure that the entities with main responsibilities and supervisory responsibilities are consistent to the end, and make various tasks more scientific, more rigorous, and more effective.
– We must adhere to the general tone of the work of seeking progress while maintaining stability and fight a tough and protracted battle against corruption with constant tenacity and perseverance. Comprehensively and strictly administering the Party is a great self-revolution and a protracted and tough battle. We must not relax Party work style and clean government construction and anti-corruption work and must keep pace with the times and seek progress while maintaining stability. We must strengthen our confidence and determination, maintain concentration and endurance, stabilize the high-pressure situation, stabilize the intensity of punishments, stabilize the expectations of cadres and the masses for the continued positive trend in the fight against corruption, promote the “Three Noes” in a unified manner to deepen the treatment of both the symptoms and the root causes, enhance the effectiveness of punishment by comprehensively applying policy strategies and disciplinary laws, deepen reforms and innovation to improve the level of discipline enforcement, continue to purify the political ecosystem through tenacity and perseverance, and unswervingly promote the development of Party style and clean government and the anti-corruption struggle.
– We must persist in carrying forward the spirit of struggle and enhancing combat ability and hone a political character of loyalty, integrity, and responsibility. Daring to fight and being good at fighting are the distinctive qualities of a high-quality and professional discipline inspection and supervision cadre team. These are the inherent requirements for loyalty and responsibility. We must always be true to our original intention and undertake our mission, adhere to the state of mind of supporting the Party and the country by one’s own body and serving the Party and the country, cultivate the political stance of taking the people as the center and administering discipline and law for the people, dare to fight for major issues of right and wrong, and dare to fight in the face of unhealthy trends. We must be politically strong as well as capable, strive to improve our ability to fight, strictly enforce discipline and law enforcement, handle cases in a safe and civilized manner, pay attention to doing well in ideological and political work, attach importance to both reason and sentiment, and truly educate people, save people, and influence people.
These understandings and experiences, in the final analysis, tell us to consistently study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era and to continuously make new progress in learning, understanding, and doing things. This is the foundation of our faithful performance of our duties. We must consistently urge Party members and cadres to consciously practice the “Two Upholds” to ensure that the whole Party advances in unison. This is what must do to uphold our original intention. We must consistently implement the policy and requirements of comprehensively and strictly governing the Party and grasp the tasks of building a clean and honest government and fighting corruption as determined by the Party Central Committee. This is our responsibility to bravely undertake our mission.
Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we must achieve new strategic results in the comprehensive and strict governance of the Party and the overwhelming victory in the anti-corruption struggle must be consolidated and expanded. At the same time, we must recognize that the situation in the fight against corruption is still severe and complicated and that comprehensive and strict governance of the Party must always be practiced. We must grasp the overall situation and remain calm and sober, never waver in the determination of zero tolerance, never weaken the intensity of punishment of corruption, and adhere to the dominant tone of “strictness” for a long time. It should also be seen that, measured against the requirements of the Party Central Committee and General Secretary Xi Jinping and measured against the expectations of the people, there are still some gaps in the discipline inspection and supervision work and the building of the cadre team. Some have an inaccurate understanding of the responsibilities and missions of discipline inspection and supervision, cannot grasp the connotations and laws of high-quality development, and do not promote the “Three Nos,” “Three Reforms,” and “Three Transformations” in a balanced and coordinated manner. Some have a weak awareness of performing their assistance responsibilities and supervision responsibilities, use few methods, have an inaccurate grasp of the significance scope and methods of political supervision, and do not consciously look at issues to be analyzed from a political perspective. Some have insufficient political and professional quality and lack the ability to perform their duties, fail to study the discipline and laws, improperly grasp the standards, fail to act or act improperly, and commit individual violations of discipline and law enforcement. There are also people who are willing to be “bought” and become corrupt elements. We must attach great importance to these problems and take effective measures to solve them.
II. Main Work for 2020
2020 is the year of the completion of the establishment of a well-off society in an all-round way and the end of the 13th Five-Year Plan, so it is of great significance to do a good job in discipline inspection and supervision work. Our overall requirements are: Take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, fully implement the spirit of the Nineteenth Party Congress and the Second, Third and Fourth Plenums of the Nineteenth Central Committee, strengthen the “Four Consciousness,” uphold the “Four Matters of Confidence,” and practice the “Two Upholds,” adhere to the general tone of the work of seeking progress while maintaining stability, assist the Party committees to deepen the comprehensive and strict governance of the Party, uphold and improve the Party and state supervision systems, strengthen the constraint and supervision of the operations of power, promote fearing to be corrupt, unable to be corrupt, and not wanting to be corrupt in an integrated manner, adhere to and improve the system of socialism with Chinese characteristics, advance the modernization of the national governance system and governance capacity while giving full play to the role of supervision and assurance implementation and the promotion of improvement and development, build high-quality professional discipline inspection and supervision cadre teams, promote the high-quality development of discipline inspection and supervision in the new era, and provide strong assurances for decisive victory in building a well-off society in an all-round way and the decisive battle against poverty.
The Fourth Plenum of the Nineteenth Party Central Committee made major strategic deployments for upholding and improving the system of socialism with Chinese characteristics and promoting the modernization of the national governance system and governance capacity. It has made major institutional arrangements for upholding and improving the Party and state supervision system and strengthening the constriction and supervision of the operation of power, which provides a basic guide to follow for the promotion of high-quality development of discipline inspection and supervision work in the new era. Supervision is the guarantee for the correct operation of power and an important support for the effective operation of national institutions and governance systems. It occupies a fundamental and guaranteeing position in governing the Party and governing the country. The Party and state supervision systems provide important institutional assurance for the Party to achieve self-cleansing, self-improvement, self-revolution, and self-improvement under conditions of long-term rule. This is an important part of the system of socialism with Chinese characteristics and the national governance system. Discipline inspection and supervision institutions are dedicated to internal Party supervision and national supervision. We must thoroughly implement the spirit of the Fourth Plenum of the Nineteenth Party Central Committee, further strengthen the “Four Consciousnesses,” uphold the “Four Matters of Confidence,” and practice the “Two Upholds,” and consciously include various tasks in the considerations, planning, and advancement of the overall situation of upholding the improvement of the system of socialism with Chinese characteristics and the national governance system.
Discipline inspection and supervision institutions must firmly grasp the basic and primary duties of supervision and perform precise supervision and innovative supervision. In adhering to and improving the system of socialism with Chinese characteristics and advancing the modernization of the national governance system and governance capacity, we must give full play to the roles of supervision and assurance implementation and promotion of improvement and development. Supervision and assurance implementation means focusing on upholding and improving the fundamental system, basic institutions, and important systems that support the system of socialism with Chinese characteristics, emphasizing political supervision, strengthening routine supervision, promoting the improvement of supervision mechanisms for full-coverage system implementation, strengthening institutional execution, ensuring that the Party and the country’s governance decisions, deployments, and policy measures are implemented through supervision, and ensuring that the system of socialism with Chinese characteristics can be effectively upheld and consolidated. Promoting improvement and development means focusing on solving the problems of systemic obstacles, mechanism obstructions, and policy innovations, discovering the crux of problems through supervision, proposing rectification suggestions, forcing the deepening of reforms, and improving systems and mechanisms, putting public power under strict supervision, and promoting the establishment of a complete, scientific, standardized, and effective institutional system. We must adapt to the requirements of a sound Party and national supervision system, deepen the reform and innovation of discipline inspection and supervision institutions and mechanisms, use high-quality intra-Party supervision and state supervision to promote the quality and efficiency of the national system and governance system, and fully demonstrate the superiority of the leadership of the Communist Party of China and the system of socialism with Chinese characteristics.
(i) Uphold our original mission as the political character and driving force for progress and continuously strengthen our conscientious resolution to practice the “Two Upholds.” Remaining true to our original aspiration and keeping our mission firmly in mind is the eternal task for strengthening the Party’s construction and the lifelong task for all Party members and cadres. It is also a political requirement for the majority of discipline inspection and supervision cadres. We must strengthen ideological and political guidance, persevere in studying, understanding, and practicing the ideology of socialism with Chinese characteristics for the new era, and continue to consolidate and deepen the results of thematic education. We must improve our political standing and political consciousness, always resolutely maintain the position of General Secretary Xi Jinping at the core of the Party Central Committee and the core position of the entire Party, resolutely maintain the authority of the Party Central Committee and its centralized and unified leadership, consciously maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core in ideology, politics, and actions, resolutely implement the decisions and deployments of the Party Central Committee, and take the initiative to promptly request instructions from and send reports to the Party Central Committee. We must strictly clarify political discipline and rules, highlight political supervision, strengthen supervision and inspection of the implementation of Party constitution, Party regulations, Party discipline, and Constitutional laws and regulations, strengthen the supervision and inspection of the implementation of major decisions and deployments of the Party Central Committee, major strategic measures and the spirit of General Secretary Xi Jinping’s important instructions, strengthen the supervision and inspection of the implementation of the spirit of the Fourth Plenum of the Nineteenth Party Central Committee, strengthen the supervision and inspection of the performance of duties and missions by various regions and departments, resolutely correct all wrong behaviors that hinder the implementation of the national system and affect the modernization of the governance system and governance capacity, supervise and promote the Party organization and especially for the main persons in charge of Party committees (Party groups) so that they effectively assume the political responsibility for comprehensive and strict Party governance, supervise and encourage the majority of Party members and cadres to firmly hold the Party’s original mission deep in their hearts, and make it so the “Two Upholds” become conscious to the mind and visible in action.
(ii) Make every effort to ensure a decisive victory in the fight against poverty and focus on rectifying prominent problems that the masses have reported with strong emotions. Alleviating poverty is the top priority in the establishment of a well-off society in an all-round way and a hard task that must be completed. Discipline inspection and supervision institutions must have a deep understanding of their duties and missions, adhere to a problem-based orientation, inspect and untangle corruption and work style issues in the poverty alleviation field, and focus on strengthening the performance of poverty alleviation work and the continuity and stability of poverty alleviation policies as well as the supervision and inspection of the situation where responsibilities, policies, assistance, and supervision ends when a functionary moves on from a poverty alleviation post (不摘责任、不摘政策、不摘帮扶、不摘监管). We must hold false numbers and superficial results in poverty alleviation strictly accountable, strictly investigate and punish corruption, embezzlement, favoritism, and nepotism, promote the establishment of a long-term mechanism for solving relative poverty, and promote the effective implementation of poverty alleviation policies and measures. We must respond to the people’s concerns in a timely manner, insist resolutely preventing and correcting what the people oppose and hate, accurately investigate and deal with organized crime, corruption, and “protective umbrella” cases, intensively carry out centralized rectification of problems that impact the interests of the people in the field of the people’s livelihood, deepen and expand implementation according to different fields and regional characteristics, give full play to the supervisory role of grassroots Party organizations, guide the masses to participate in an orderly manner, and encourage grassroots cadres to do practical and good deeds for the masses with honesty and fairness.
(iii) Continue to deepen the reform of the discipline inspection and supervision system and promote the improvement of the Party and state supervision system. Focusing on improving supervision systems for the unified leadership, comprehensive coverage, and authority and efficiency of the whole Party and promoting the “Three Reforms” in a unified manner are important tasks for thoroughly implementing the spirit of the Fourth Plenum of the Nineteenth Party Central Committee. We must assist Party committees to improve the institutions for the comprehensive and strict governance of the Party, improve the supervision system within the Party, promote the thorough linkage and unified implementation of the main responsibility of the Party committee (Party group), the Party secretary as the first person responsible, and the supervision responsibility of the commission for discipline inspection and supervision, focus on improving the supervision system for senior cadres and major leading cadres at all levels as well as the internal supervision system for leadership teams, encourage higher-level “top leaders” to do a good job of overseeing lower-level “top leaders,” and strive to solve the problems of the supervision of “top leaders” and supervision at the same level. We must strengthen the leadership of higher-level commissions for discipline inspection and supervision over lower-level commissions for discipline inspection and supervision and promote the concrete, procedural, and institutionalized dual leadership system for discipline inspection and supervision. We must improve the accreditation supervision system and mechanisms, study and improve the working mechanisms of accredited institutions, improve the coordination mechanisms between accredited institutions and local commissions for discipline inspection and supervision, explore effective mechanisms for strengthening the supervision of state-owned enterprises and institutions in the form of accreditation by commissions for discipline inspection and supervision at higher levels, and gradually expand the pilot programs for the reform of the discipline inspection and supervision systems of vertical management units and some higher-level management-based units. We must integrate the use of supervisory forces on a larger scale and improve the supervisory capabilities of the grassroots discipline inspection and supervision institutions. We must improve the coordination and linkage of discipline supervision, inspection supervision, accredited supervision, and patrol supervision, strengthen the supervision assistance, guidance, and promotion functions of commissions for discipline inspection and supervision, and promote the integration and coordination of internal Party supervision with supervision by the People’s Congress, democratic supervision, administrative supervision, judicial supervision, audit supervision, financial and accounting supervision, statistical supervision, mass supervision, and public opinion supervision. From top to bottom, in an orderly manner, and according to law, we must encourage supervisory committees to report special work to the Standing Committee of the People’s Congress of the same level. We must improve the institutional system of discipline inspection and supervision laws and regulations, revise the Regulations on the Protection of the Rights of Party Members of the Communist Party of China, formulate regulations for the implementation of the supervisory law, promote the research and formulation of the supervisory official law, perform the functions and powers of formulating supervisory regulations in accordance with the law, and promote the thoroughness of discipline and law enforcement and their effective connection with the judiciary.
(iv) Give full play to the supervisory function of commissions for discipline inspection and supervision and strengthen their supervision of the operation of power. The forming of mechanisms for the exercise of power that feature scientific decision-making, resolute implementation, and strong supervision is an effective measure to ensure that the power bestowed by the Party and the people is always used for the well-being of the people. We must focus on the positioning of responsibilities, strengthen the supervision of higher-level discipline inspection committees over lower-level Party organizations, keep an eye on the “critical minority” and key positions, focus on all aspects of the exercise of power, improve effective mechanisms for discovering problems, correcting deviations, and precise accountability, and reduce the rent-seeking space created by power. We must strengthen routine supervision, go deep into the cadres and the masses to find problems, pay attention to the use of heart-to-heart talks to address the smallest problems, and move supervision to the front, perform real supervision, and strengthen practical results. We must seek truth from facts and use the “Four Forms,” accurately grasp policies and strategies, strictly standardize work procedures, perform functions and exercise power in accordance with regulations, discipline, and laws, and achieve the unity of political effects, disciplinary effects, and social effects. We must adhere to strict observance above all else and the unity of power and responsibility, implement standardized and precise accountability, and enhance the seriousness and credibility of accountability. We must further define the accountability entities of different accountability situations and urge all types of accountability entities to work together for joint management. We must promptly correct problems involving the abuse of accountability and improper accountability and strictly hold accountable those that cause adverse effects. We must make good use of the powerful weapons of discipline inspection and supervision recommendations and use discipline and laws to rigidly restrict the issues and promote satisfactory rectification one by one. We must establish a query and traceability feedback mechanism for the exercise of power, strengthen the construction of an informatized supervision platform, promote fairness through openness, and maintain integrity through transparency.
(v) Consolidate and expand the achievements of work style construction and promote the transformation of style into custom and habit. The construction of style is related to whether our Party can uphold the original intention for which it was established and realize its mission of governance. We must persevere in implementing the spirit of the Eight-Point Regulation and promote the further improvement of the Party style, government style, and social atmosphere. We must persist in rectifying formalism and bureaucratism from a political perspective, start by understanding and improving leading institutions and leading cadres, and deepening governance and for prominent problems in the implementation of the Party Central Committee’s decisions and deployments, such as support with words but not actions, improper actions or lack of actions to safeguard the interests of the masses, and formalism to the detriment of the grassroots. We must hold fast to important points, keep a close eye on weak links, strictly investigate the problems of enjoyment and luxury, prevent and investigate invisible mutations such as sending and receiving electronic gift envelopes, private cars, and public support, and increase the exposure of notifications. We must supervise the relevant functional departments to refine the regulations and make positive and negative lists. We must make good use of the “Four Malfeasances” supervision and reporting platform and allow mass supervision and public opinion supervision to better play their roles. We must persist in correcting the “Four Malfeasances” and fostering new styles at the same time and provide a work style guarantee for the development of the Party and the country.
(vi) Improve the top-bottom linkage work pattern of inspections and promote the integration of inspections and other types of supervision. Inspections are a strategic institutional arrangement for supervision within the Party. We must fully implement the central inspection work policy, grasp the significance of political inspections, give full play to the role of political supervision, and promote the implementation of the Party Central Committee’s decisions and deployments as well as national development strategies. We must strengthen top-level design, formulate opinions on the establishment of a top-to-bottom linkage mechanism for inspections, explore effective paths for the integration of inspections and other forms of supervision, and promote the formation of a systemically integrated, collaborative, and efficient supervision work mechanism. We must strengthen overall planning and the high-quality and rhythmic promotion of the full coverage of central inspections. We must comprehensively strengthen the guidance and supervision of inspection work in provinces, autonomous regions, and municipalities and promptly transmit the deployment requirements of the Party Central Committee for inspection work. We must supervise and urge the implementation of the guidance opinions of the central ministries and commissions and the Party groups (Party committees) of central government agencies for the conducting inspections, and promote inspection in a classified manner according to actual needs and the characteristics of industries and fields. We must consolidate the entities with main responsibility for inspections to city and county Party committees, promote the coordination of city and county inspections with disciplinary inspection and supervision institutions and the supervision of accredited institutions, and implement supervision at the grassroots level. We must highlight the implementation of inspections and rectifications, strengthen the main entities responsible for rectification, improve the reporting system for rectifications, and improve the rectification disclosure mechanisms and routine supervision mechanisms. We must make good use of the results of inspections, accurately handle the clues handed over by inspections, promote deepening reforms, improve institutions and mechanisms, and plug institutional loopholes.
(viii) Promote the institutions and mechanisms of fearing to be corrupt, unable to be corrupt, and not wanting to be corrupt in an integrated manner and further consolidate and develop the overwhelming victory in the fight against corruption. Corruption is the biggest threat facing our Party. Promoting fearing to be corrupt, unable to be corrupt, and not wanting to be corrupt in an integrated manner is not only a basic policy in the fight against corruption, but also an important strategy for comprehensively and strictly governing the Party in the new era. We must increase our awareness of crisis, insist on no forbidden zones, full coverage, and zero tolerance, adhere to heavy containment, strong pressure, and long-term deterrence, insist on giving and receiving bribes together, enact severe punishments in a way conducive to stability, encourage cadres to fulfill their responsibilities in line with the popular will, and strive to improve the effectiveness of corruption governance. We must focus on the key points. For those who were not restrained after the Eighteenth Party Congress seriously hinder the implementation of the Party’s theory and line, principles, and policies, and severely damage the Party’s foundation of governance, we must severely investigate and deal with corruption issues that have become an obstacle to the comprehensive and strict governance of the Party. Those who voluntarily surrender will be dealt with leniently in accordance with regulations, discipline, and laws. We must seriously deal with massive bribes and repeated bribes, resolutely cut off the interest chain of looking for people to buy and seeking to be bought, and resolutely break the network of power-for-money transactions. We must resolutely investigate and punish the corruption issues behind various risks, deepen anti-corruption work in the financial sector, resolutely investigate and punish corruption in the fields of resources, land, planning, construction, and engineering, seriously investigate and punish the problems of state-owned enterprises such as the use of enterprises for personal interest, rent-seeking, transactions with related entities, internal and external collusion, and embezzlement of state-owned assets, supervise and urge the strict implementation of relevant regulations on enterprises regarding business dealings with the spouses, children, and spouses of children of leading cadres. We must advance the anti-corruption struggle with unified concepts, ideas, and methods of the “Three Nos” and promote the reform of the supervision mechanisms and institution construction in key areas such as approval and supervision, law enforcement and the judiciary, finance and credit, public resource transactions, and public fiscal expenditures. We must engage in in-depth investigation and handling of the “second half articles” (后半篇文章) of cases, implement warning education for cadres of the same type and at the same level, and use cases to interpret ethics, discipline, and law. We must strengthen the education for ideology, morality, Party discipline, and national law, promote the construction of a clean culture, pay attention to the construction of family style, guide Party members and cadres to practice self-cultivation, self-discipline, and integrity, and cultivate a modern and civilized personality. We must promote the clean construction of the “Belt and Road,” implement the Clean Silk Road Beijing Initiative, strengthen prevention and control of integrity risks in overseas investments and operations and other fields, explore effective methods to treat both symptoms and root causes, promote the pursuit of fugitives, prevention of escape, and recovery of stolen goods in a unified manner, promote the tackling of key cases, and continue to carry out the “Skynet Action.”
(viii) Build teams of high-quality professional cadres who are loyal, clean, responsible, dare to fight, and are good at fighting. Building high-quality teams is the key to promoting high-quality development. We must persist in putting the in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era in the first place, highlight and grasp the fundamental construction that is the Party’s political construction, and build model institutions that reassure the Party Central Committee and satisfy the people. We must strengthen the political construction of the Standing Committee of the Central Commission for Discipline Inspection, adhere to democratic centralism, enhance institutional awareness, uphold institutional self-confidence, and maintain institutional authority, and take the lead in resolutely safeguarding the authority of the Party Central Committee and its centralized and unified leadership, resolutely implementing the various systems of the Party and the country, and resolutely implementing the major decisions and deployments of the Party Central Committee. We must promote a higher level and a deeper level of the “Three Transformations” and enhance the consciousness of “active transformation.” We must improve our own exercise of power mechanisms and management supervision and constraint systems, perform duties, exercise power, and carry out work in strict accordance with the institutions, strictly review and investigate security management, enforce discipline and law in a fair and civilized manner, and continuously improve the governance capabilities of discipline inspection and supervision institutions. We must further implement the responsibility systems for Party building work in government institutions, improve organizational functions by level and type, and consolidate the foundation at the grassroots level. We must adhere to having both ability and morality and practicing justice and righteousness throughout the country, strengthen the work of cadre training, management, selection, and appointment, optimize the structure of the leadership team and the cadre team, pay attention to the introduction of talents in Party building, law, government spending, finance, auditing, informatization, foreign affairs, and other areas, and improve the assessment and evaluation system for discipline inspection and supervision cadres. We must adapt to the new tasks and requirements of the new era, promote the specialization construction of cadres, strengthen study, research, and training, strengthen training in actual practice, and improve political quality and professional capabilities. We must strengthen the will to fight, align the direction of the fight, and clarify the tasks of the fight, master the laws of the fight, emphasize the methods of the fight, and resolutely fight against the problems of the weakening of the Party’s advanced nature, the harming of the Party’s purity, and the undermining the Party’s centrality and unity. When the Party and the people need it most, we must perform our duties faithfully, understand and undertake our burden, and work hard for practical results. We must intensify the promotion of advanced models and heroes on the discipline inspection and supervision front, guide the whole system to uphold and learn from heroes and models, and do our jobs with peace of mind, focus, and a down-to-earth attitude. We must strengthen cadre exchanges and rotations, dynamically update the integrity information of disciplinary inspection and supervision cadres, analyze the risk points of different positions, carry out targeted education management and supervision, take effective measures to prevent and resolve risks and challenges, build a strong team, and make cadres tough. We must firmly establish awareness of the rule of law, procedural awareness, and evidence awareness, improve institutions and rules, strengthen internal management, perform duties in an impartial and standardized manner, innovate the institutions and mechanism by which commissions for discipline inspection and supervision accept supervision in all aspects, and ensure that the power of discipline and law enforcement is supervised and constrained. We must clean house with strict impartiality, seriously investigate and deal with violations of discipline and law and violations in law enforcement, strictly forbid inquires about cases, interventions, and questions about cases in violation of the rules, resolutely eliminate the bad seeds who use power for personal gain, use power for special purposes, and degenerate and decay, continue to prevent problems hidden right under our noses, and be a loyal guardian of the Party and the people.
