During the study session, CCP Central Committee General Secretary Xi Jinping stressed that comprehensively strengthening military governance is a profound change in our Party’s military governance concept and approach. It is a strategic requirement for accelerating the modernization of national defense and the military, and an important aspect of promoting the modernization of the national governance system and governance capacity. We must: Comprehensively implement the spirit of the 20th CCP National Congress, deeply implement the idea of a strong military in the new era, and carry out the military strategic guidelines for the new era; adhere to the absolute leadership of the Party over the army, adhere to combat effectiveness as the sole fundamental criterion, and adhere to and improve the socialist military system with Chinese characteristics; build a modern military governance system, improve modern military governance capacity, and use high-standard governance to promote the high-quality development of the military, thereby providing strong assurance for the realization of the centennial objective of building the military.

Xi Jinping pointed out that comprehensively strengthening military governance is complex system engineering involving all aspects of national defense and military construction. It is necessary to reinforce the system concept, adhere to being problem-focused, strengthen the top-level design and strategic planning of military governance, strengthen governance in all fields, throughout the entire chain, and at all levels, and promote it in a planned and focused manner. It is necessary to strengthen overall planning, enhance cross-sectoral and cross-field coordination, and improve the systemic, holistic, and synergistic nature of military governance. It is necessary to strengthen the management and supervision of military expenditures, deepen governance in key areas, and use key breakthroughs to drive overall advancement. It is necessary to further promote innovation in strategic management; improve and refine mechanisms for scientific generation, rapid response, and effective implementation with respect to requirements; and depart from the path of whole-process specialized assessment, to ensure smooth and efficient links and give full play to the overall effectiveness of military system operation. Xi Jinping emphasized that strengthening cross-service and cross-regional governance is implicit in comprehensively strengthening military governance, and is an inherent requirement for consolidating and improving integrated national strategic systems and capabilities. Relevant departments of the central and state organs, local party committees, and governments at all levels should strengthen their awareness of national defense, enhance overall planning and coordination, and do their part in the field of national defense construction as well as possible. The military must improve communication and coordination with localities and give full play to the pulling effect of military demand on national defense construction. It is necessary to continue to optimize institutions and mechanisms, refine the organizational system, and improve the policy system, so as to form a cross-service and cross-regional working pattern in which all departments have their own responsibilities and cooperate closely, and which is standardized and orderly.
习近平强调，加强跨军地治理是全面加强军事治理的应有之义，是巩固提高一体化国家战略体系和能力的内在要求。中央和国家机关有关部门、地方各级党委和政府要强化国防意识，加强统筹协调，尽好国防建设领域应尽的责任。军队要同地方搞好沟通协调，充分发挥军事需求对国防建设的牵引作用。要持续优化体制机制，完善组织体系，健全政策制度，形成各司其职、紧密协作、规范有序的跨军地工作格局。
