The Central Conference on Work Relating to the Periphery was held in Beijing on April 8th and 9th. Chinese President Xi Jinping, who is also General Secretary of the Chinese Communist Party (CCP) Central Committee and Chairman of the Central Military Commission, attended and delivered an important speech at the conference. CCP Politburo Standing Committee members Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi attended, together with Vice President Han Zheng.

In his important address, Xi Jinping systematically summarized the achievements and experiences of China’s work on periphery affairs since the beginning of the new era, made a scientific analysis of the situation, and clarified the goals, tasks, and approaches for work on periphery affairs in the present and coming periods, stressing the need to focus on building a community of common destiny with our periphery, and strive to create a new situation in work on periphery affairs. While presiding over the central conference, Li Qiang emphasized the need to conscientiously implement the spirit of General Secretary Xi Jinping’s important speech, and to firmly grasp implementation of all tasks in work on periphery affairs.
习近平在重要讲话中系统总结新时代以来我国周边工作的成就和经验，科学分析形势，明确了今后一个时期周边工作的目标任务和思路举措，强调要聚焦构建周边命运共同体，努力开创周边工作新局面。李强在主持会议时强调，要认真贯彻习近平总书记重要讲话精神，扎扎实实抓好周边工作各项任务落实。
It was pointed out at the central conference that China has a vast territory and long borders, and that our periphery is an important foundation for achieving development and prosperity, a critical aspect of maintaining national security, a priority for coordinating the overall diplomatic situation, and a key to promoting the building of a community of common destiny for mankind. We must examine our periphery with a global vision, and must enhance our sense of responsibility and mission in properly doing work on periphery affairs.
会议指出，我国幅员辽阔、边界线长，周边是实现发展繁荣的重要基础、维护国家安全的重点、运筹外交全局的首要、推动构建人类命运共同体的关键。要以全球视野审视周边，增强做好周边工作的责任感使命感。
It was noted at the central conference that since the 18th Party Congress, under the strong leadership of the CCP Central Committee with Comrade Xi Jinping at its core, we have put forward the principle of amity, sincerity, mutual benefit, and inclusiveness in periphery diplomacy, and advocated the building of a community of common destiny with our periphery. Led by head-of-state diplomacy, we have deepened all-round cooperation with countries in our periphery, strengthened exchanges in various fields, and jointly maintained peace and stability, forming a practical and efficient framework for work on periphery affairs, and driving historic achievements and transformational changes in such work. When it comes to the experience gained through exploration in practice, we must uphold it well and use it well.
会议认为，党的十八大以来，在以习近平同志为核心的党中央坚强领导下，我们提出亲诚惠容周边外交理念，倡导推动构建周边命运共同体，以元首外交为引领，同周边国家深化全方位合作、加强各领域交流、共同维护和平稳定，形成务实高效的周边工作框架，推动周边工作取得历史性成就、发生历史性变革。对于在实践中探索形成的经验，要坚持好、运用好。
It was also noted that China’s relationship with its periphery is currently in their best period since the modern era began, but they have also entered an important stage in which changes in the periphery configuration and global changes are deeply interconnected. We must: Adhere to Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle; focus closely on the central tasks of the Party and the State, and coordinate the two overall situations—domestic and international—and the two major tasks of development and security; raise high the banner of a community of common destiny for mankind; take the joint vision of building the Five Major Homes (“五大家园”) —a peaceful, secure, prosperous, beautiful, and amicable neighborhood—as our shared goal; take the principles of fostering good neighborliness, ensuring security for neighbors, promoting prosperity to neighbors, and of amity, sincerity, mutual benefit, inclusiveness, and a common destiny as the guiding philosophy; take the Asian Values of peace, cooperation, openness, and inclusiveness as the basic guidelines; take the high-quality joint construction of the Belt and Road Initiative as the main platform; and take the Asian security model as the strategic underpinnings, seeking common ground while reserving differences, and dialogue and consultation, working together with countries in our periphery to create a better future.

The central conference emphasized that building a community of common destiny with our periphery requires: Consolidating strategic mutual trust with countries in our periphery, supporting regional countries in steadily following their own development paths, and properly managing contradictions and differences; deepening development integration, building high-quality interconnected networks, and strengthening production chain and supply chain cooperation; jointly maintaining regional stability, and engaging in security and law enforcement cooperation, to respond to various risks and challenges; and expanding exchanges and interactions, and facilitating people-to-people exchanges.
会议强调，构建周边命运共同体，要与周边国家巩固战略互信，支持地区国家走稳自身发展道路，妥善管控矛盾分歧；深化发展融合，构建高水平互联互通网络，加强产业链供应链合作；共同维护地区稳定，开展安全和执法合作，应对各类风险挑战；扩大交往交流，便利人员往来。
It was also noted that to do a good job in work on periphery affairs, it is necessary to: Strengthen the centralized and unified leadership of the Party Central Committee and enhance coordination and cooperation among all relevant departments; deepen institutional and mechanistic reforms and improve the legal framework for foreign-related matters; and strengthen capacity and team building, and promote theoretical and practical innovations in work on periphery affairs.
会议指出，做好周边工作，要加强党中央集中统一领导，加强各方面协调配合。深化体制机制改革，完善涉外法律法规体系。加强能力和队伍建设，推进周边工作理论和实践创新。
