On the afternoon of December 9, the Politburo of the CCP Central Committee held its 18th collective study session on border governance in Chinese history. While presiding over the study session, CCP general secretary Xi Jinping stressed that promoting the modernization of the border governance system and governance capacity is a necessary part of Chinese-style modernization. It is necessary to conscientiously implement the spirit of the 20th Party Congress and the Second and Third Plenum of the 20th CCP Central Committee, put into practice all of the Central Committee’s decisions and deployments regarding border governance, do a thorough job in border governance, and promote the high-quality development of border areas.

Xi Jinping delivered an important speech after listening to the presentation and discussion. He pointed out that, since the 18th Party Congress, the Central Committee has focused on the overall strategic situation of governing China, and has put forward a series of important arguments and major initiatives, such as “governance of border areas is essential for national governance” and “boosting development in border areas and raising living standards there, and border stabilization and consolidation.” It has adhered to and improved the coordinated regional development strategy and other major regional strategies, accelerated high-quality development of border areas, and it has pushed to win the battle against poverty in border areas, to establish a well-off society in an all-round way, and to reach new milestones in building China into a modernized socialist country in an all-round way. Xi Jinping stressed the need to put the Party’s comprehensive leadership into practice in the entire process of border area governance and in all its aspects. It is necessary to enhance strategic planning and overall coordination and organically integrate border area governance into all aspects of the development and undertakings. Relevant departments must all assume their responsibilities and bravely shoulder their burdens, cooperate closely, and form a joint effort. Party organizations of all levels in border areas must be aligned consistently with the spirit of the Party Central Committee and put it into practice in the specific planning and implementation of different plans, regulations, policies, and projects.

Xi Jinping pointed out that, in promoting Chinese-style modernization, no border area can be left behind. Development of the border areas must be included in the overall strategic situation of Chinese-style modernization and included in the border region coordinated development strategy and in other major regional strategies. Border areas must be supported in achieving high-quality development by relying on their own conditions and endowments and integrating into the new development pattern and the unified national market. We must adhere to using reform and opening up to increase momentum and add vitality, give full play to the advantages of border areas from being along coasts and borders, create diverse centers of opening up, and form an all-round pattern of opening up with linkage between land and sea, domestic and foreign, and effective coordination and interaction between east and west. We must adhere to the integrated development of urban and rural areas, steadily promote the construction of the new model of urbanization with counties as important vehicles, promote the all-round revitalization of rural areas, consolidate and expand achievements in poverty alleviation, and effectively prevent large-scale fallback into poverty. We must adhere to assuring and improving people’s livelihood during the course of development, continuously improve production and living conditions in border areas, and accelerate the elimination of shortcomings in infrastructure and basic public services.
习近平指出，推进中国式现代化，边疆地区一个都不能少。要把边疆地区发展纳入中国式现代化战略全局，纳入区域协调发展战略、区域重大战略，完整准确全面贯彻新发展理念，支持边疆地区依托自身条件禀赋，在融入新发展格局、融入全国统一大市场中实现自身高质量发展。坚持以改革开放增动力、添活力，发挥边疆地区沿海、沿边等优势，打造形态多样的开放高地，形成陆海内外联动、东西双向互济的全面开放格局。坚持城乡融合发展，稳步推进以县城为重要载体的新型城镇化建设，推进乡村全面振兴，巩固拓展脱贫攻坚成果，有效防止规模化返贫致贫。坚持在发展中保障和改善民生，不断改善边疆地区生产生活条件，加快补齐基础设施和基本公共服务短板。
Xi Jinping emphasized that we must adhere to taking promoting the construction of the Chinese nation community as the main line of work in border ethnic minority areas. We must widely practice the core values of socialism, guide people of all ethnic groups in border areas to continuously strengthen their identification with the great motherland, the Chinese nation, Chinese culture, the Chinese Communist Party, and socialism with Chinese characteristics, and build a shared spiritual homeland for the Chinese nation. We must adhere to and refine the system of regional ethnic autonomy and ensure the legitimate rights and interests of all ethnic groups. We must comprehensively promote and popularize the common national spoken and written language and comprehensively promote the use of nationally compiled teaching materials. We must continue to deepen the work of creating national unity and progress, actively build a mutually embedded social structure and community environment and encourage all ethnic groups to hold themselves together closely like pomegranate seeds.

Xi Jinping stressed that promoting border governance requires strengthening theoretical support. We must strengthen multidisciplinary research on border area history and border area governance and accelerate the construction of an independent Chinese knowledge system on border studies. We must deepen research on major theoretical and practical issues in border governance and produce more research results that are influential and persuasive. The research results must be used well to tell the story of China’s border governance in the new era. We must also build a research team for border governance with a firm political stance and excellent theoretical training and overall quality.
