On the afternoon of November 28, the Political Bureau of the CPC Central Committee held its 23rd collective study session on strengthening cyberspace governance. Presiding over the session, Xi Jinping, General Secretary of the CPC Central Committee, emphasized that cyberspace governance is a crucial task in building a cyber power, which concerns national development and security as well as the vital interests of the people. We must improve the long-term mechanisms for cyber ecosystem governance, focusing on enhancing the foresight, precision, systematic nature, and coordination of governance, and continuously foster a clean and upright cyberspace.

Xi Jinping delivered an important speech after listening to the report and discussion. He noted that since the 18th CPC National Congress, the Party has prioritized cyber ecosystem governance, continuously strengthened mainstream values, mainstream public opinion, and mainstream culture in the cyberspace while effectively combating and curbing online chaos. The overall cyber ecosystem has shown positive development. These years of practice have deepened our understanding that advancing cyber ecosystem governance must adhere to the following principles: upholding the Party leadership, putting the people first, maintaining integrity while innovating, safeguarding rule of law, and adopting a systemic approach.

Xi Jinping emphasized that online ecosystem governance holds a vital position in national governance. Under the centralized and unified leadership of the Party Central Committee, we must improve the comprehensive online governance framework and form a concerted effort in governance. All departments and units at every level must strengthen their political and leadership responsibilities in managing and governing the internet, promptly and effectively resolve prominent issues, and continuously enhance their ability to understand public sentiment and conduct work through the internet. Xi stressed that cyber ecosystem governance is a systematic project requiring full mobilization of all forces and the comprehensive use of educational, administrative, and legal measures. Mechanisms for targeted and precise implementation of online ideological and ethical education must be improved to foster a cyberspace mindset characterized by self-respect, confidence, rationality, calmness, and positivity. Policy guidance and administrative licensing should be employed to integrate administrative oversight with industry self-regulation. Legislation, law enforcement, judicial proceedings, and legal education in the cyber domain must be advanced in a coordinated manner.

We must be bold in taking decisive action to crack down on such chaos, sever the chains of interest and industrial chains, and eliminate the breeding ground and conditions for their proliferation. While combating online chaos, we should thoroughly identify weaknesses in online ecosystem governance and adopt targeted measures to strengthen foundations and address shortcomings.

Xi Jinping emphasized that the continuous emergence of new technologies and applications such as artificial intelligence and big data presents challenges to cyberspace governance while also offering new opportunities. We must encourage the development of new technologies in the cyberspace domain, promote the transformation of research and development outcomes, and facilitate the implementation of application scenarios. We must improve the tiered and categorized security supervision mechanisms to fortify the defenses of cybersecurity and data security.

Xi Jinping pointed out that cyber ecosystem governance is a common challenge faced by all countries. China should actively participate in the formulation of international rules, join hands with other nations to combat online crimes, and promote the building of a community with a shared future in cyberspace. Efforts should be made to strengthen the construction of international communication platforms and capabilities, leverage the internet to spread China’s voice and tell China’s stories well, and vividly present a credible, likable, and admirable image of China.
