On the afternoon of April 28, the Political Bureau of the CCP Central Committee held its 25th collective study session on enhancing capabilities for disaster prevention, mitigation, and relief. Xi Jinping, General Secretary of the CCP Central Committee, presided over the session and emphasized the need to view the matter from the strategic perspective of coordinating high-quality development with high-level security, fully recognize the importance of disaster prevention, mitigation, and relief work, focus on improving the capacity to prevent and respond to natural disasters, and effectively safeguard the lives and property of the people.

Xi Jinping delivered an important speech after listening to the explanation and discussion. He pointed out that China has a vast territory, complex geography, and diverse climate, making it prone to frequent natural disasters. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has consistently treated disaster prevention, mitigation, and relief as a major undertaking concerning the safety of the people and national security. It has made numerous arrangements regarding shifts in philosophy, institutional reform, system development, and capacity building, leading the vast number of cadres and the masses to overcome a series of major and particularly severe natural disasters, with results recognized worldwide. Practice has made us deeply realize that to effectively carry out disaster prevention, mitigation, and relief work, we must uphold the Party’s overall leadership; adhere to the principle of putting the people and their lives first; respect the laws of nature; prioritize prevention; pursue reform and innovation; adopt a systemic approach; and promote social co-governance.

Xi Jinping emphasized that reducing disaster risks and minimizing disaster losses hinges on prevention. We must adhere to source control and incorporate requirements for safety and resilience throughout national spatial planning and various construction plans. We must strengthen the identification of hidden dangers, systematically sort out and accurately identify various disaster risks. We must strengthen engineering management, reasonably raise the design standards for critical infrastructure in major cities and disaster-prone areas, and expedite efforts to address relevant shortcomings.
习近平强调，降低灾害风险，减轻灾害损失，重在事前预防。要坚持源头管控，将安全韧性要求贯穿国土空间规划及各类建设规划之中。加强隐患排查，系统梳理、精准识别各类灾害风险。强化工程治理，合理提高重要城市和灾害多发地区关键基础设施设防标准，加紧补齐相关短板。
Xi Jinping pointed out that we must firmly establish bottom-line thinking and extreme-scenario thinking, and continuously improve our capacity to respond to and handle major and catastrophic disasters. We must conduct in-depth analysis of the risks of major and catastrophic disasters, strengthen monitoring and early warning, and improve emergency response plans. We must improve emergency command mechanisms within the framework of comprehensive security and emergency response, and advance the development of the National Comprehensive Firefighting and Rescue Force, and regional emergency rescue centers. We must coordinate comprehensive rescue, temporary relocation, and recovery and reconstruction efforts.
习近平指出，要树牢底线思维、极限思维，不断提升大灾巨灾应对处置能力。深入研判大灾巨灾风险，强化监测预警，完善应急预案。健全大安全大应急框架下应急指挥机制，推进国家综合性消防救援队伍和国家区域应急救援中心建设。统筹做好综合救援、过渡安置和恢复重建工作。
Xi Jinping emphasized the need to strengthen scientific and technological support and legal safeguards for responding to natural disasters. We must promote scientific and technological innovation and industrial innovation in the emergency response sector, strengthen the development of emergency response disciplines and talent cultivation, conduct in-depth basic research on natural disasters, and deepen international exchanges and cooperation. We must improve the legal system in the emergency response sector and further enhance the rule of law in disaster prevention, mitigation, and relief.

Xi Jinping pointed out that the grassroots level is the front line in withstanding natural disasters, and efforts to strengthen the grassroots and lay a solid foundation must never be relaxed. We must improve the grassroots emergency rescue force system, strengthen the construction of emergency facilities and the provision of supplies and equipment, and effectively implement community-based monitoring, prevention, and management. We must intensify science popularization and publicity efforts to raise the public’s awareness and ability to prevent and avoid disasters.
习近平指出，基层是抵御自然灾害的第一线，抓基层、强基础的工作始终不能放松。要完善基层应急救援力量体系，强化应急场所建设和物资装备保障，抓好群测群防群治。加大科普宣传力度，提高全民防灾避险意识和能力。
Xi Jinping emphasized the need to earnestly ensure the implementation of responsibilities for disaster prevention, mitigation, and relief. All regions and relevant departments must fulfill their duties within their jurisdictions, adhere to a combination of centralized and decentralized management, ensure a seamless transition between prevention and relief, and promote coordination between upper and lower levels to foster a collaborative and coordinated working framework. We must establish and practice a correct view of official performance, resolutely correcting tendencies such as prioritizing development over safety and emphasizing relief over prevention. We must strengthen education and training to enhance the capabilities of officials at all levels in disaster prevention, mitigation, and relief.
