Following the incident, it has been widely believed that the U.S. military intervention in Venezuela was driven by oil, or that oil was one of the most important motivations behind Trump’s decision to act. Many article headlines have included phrases such as “coveting Venezuela’s oil resources,” “monopolizing Venezuela’s resources,” “openly seizing oil,” and “controlling Venezuela’s oil.” Protest demonstrations against the U.S. military action in various locations have featured slogans such as “No Blood for Oil,” and media and online programs have also included considerable satire about Trump openly talking about oil.
事件发生后,外界普遍认为美军事介入委内瑞拉是为了石油,或者说石油是特朗普采取行动的最为重要的动机之一。许多文章标题中都含有“觊觎委石油资源”“独吞委资源”“明抢石油”“掌控委石油”等类似字样和表述,各地抗议美军事行动的示威游行中不乏“No Blood for Oil ”等标语,媒体及网络节目中也有不少调侃特朗普明目张胆谈石油的内容。
At the press conference following the U.S. military’s capture of Maduro, Trump mentioned “oil” nearly twice as often as he mentioned drugs or drug trafficking. The oil motive is therefore an important issue that cannot be avoided when analyzing U.S. military intervention in Venezuela and assessing future developments. It cannot be denied that oil constitutes an important “piece of the puzzle” and one of the primary driving factors behind Trump’s intervention in Venezuela and the broader Latin American situation. However, compared with ultimate objectives such as the seizure of resources, the oil motive is more of a medium and a means, serving as an indispensable instrument through which Trump seeks to realize his political, security, diplomatic, and even economic interests. The United States does not truly need Venezuela’s oil, but controlling its oil industry is currently the most effective means of controlling the country.1
特朗普在美军抓捕马杜罗后的新闻发布会上提及“石油”的次数要比提及毒品或贩毒的次数高出近一倍,石油动机是观察分析美对委军事介入及未来局势走势无法回避的一个重要问题。不可否认,石油是特朗普干预委内瑞拉及拉美局势的一块重要“拼图”和主要动因之一。不过,相对于最终目标和占领资源等而言,石油动机更多体现为媒介和手段,是特朗普实现其政治、安全、外交乃至经济利益不可或缺的重要抓手。美国并非真的需要委内瑞拉的石油,但掌控其石油产业是当前控制这个国家的最佳手段。
I. Is the United States Acting “for Oil”?
一、美国“为了石油”?
The first question that needs to be addressed is whether the United States seeks to control—and is capable of controlling—Venezuela’s oil resources. To begin with, “for oil” is a relatively vague or subjective judgment, whereas the view that U.S. military action is related to oil is more accurate and objective in both logical and factual terms. In a literal sense, both the Chinese term “为了” and the English “for” tend to imply that oil constitutes the ultimate objective or end target of U.S. military action—that is, to obtain Venezuelan oil for U.S. consumption or use. In reality, however, in recent years, following the success of the U.S. shale revolution, oil production has risen sharply, and the United States has become one of the world’s leading oil producers and exporters. After returning to office, Trump has further promoted the extraction and export of fossil fuels vigorously. Therefore, from the general perspective of consumption or imports, U.S. oil production capacity is effectively “in surplus,” and the United States no longer has a strong need to import or consume large quantities of Venezuelan oil. Second, rather than seeking to control Venezuela’s oil resources per se, the United States is better understood as seeking to obtain related “oil interests.” From the perspective of ownership or sovereignty, the only way to control another country’s resources would be to annex its territory and thereby appropriate the resources within it—something that has been extremely difficult to achieve in the post–World War II era. Of course, whether and how current U.S. intentions regarding Greenland might play out remains to be seen. The closest historical case to this was the U.S. military occupation of Iraq in 2003, where international opinion widely held that the United States intended to take control of Iraq’s oil resources. However, subsequent developments have shown that not only did sovereignty over Iraq’s oil resources remain with the Iraqi people, but the United States also did not obtain preferential access to Iraq’s oil resources or imports. As for oil and gas development investment, U.S. oil companies did not gain any special advantages or preferential treatment. For commercial and economic reasons, U.S. oil companies were not particularly active in Iraq’s postwar reconstruction; the number of projects they secured was limited, and their returns were poor. Such limited oil-related benefits are far from sufficient to explain the trillions of dollars invested by the U.S. military in the Iraq War.
最先需要回答的问题是,美国想控制、且能控制委内瑞拉石油资源吗?首先,“为了石油”是一个较为模糊或主观的判断,而认为美军事行动与石油有关的说法在逻辑和事实判断上都更为准确和客观些。从字面意义上说,无论中文里的“为了”还是英文中“for”都更多是指石油成为美军事行动的最终目标或目的物,也就是说要获得委内瑞拉的石油供美国消费或使用。但事实上,近年来随着美国页岩革命的成功,石油产量大幅上升,美国已成为世界最重要的石油生产和出口大国,特朗普再次上台后更是大力推动化石能源开采和出口。因此,从一般意义的消费或进口的角度看,美国的石油产能“已经过剩”,已经不那么需要大量进口或消费委内瑞拉的石油了。其次,与其说美国是为了控制委石油资源,不如说是为了获取相关的“石油利益”。从所有权或主权的视角看,控制另一国资源的途径只有吞并其领土进而把其领土范围内的资源占为己有,而这在二战后已经很难实现,当然目前美国对格陵兰岛的吞并意图能否及如何实现有待进一步观察。此前最为接近上述情况的是2003年美国对伊拉克的军事占领,国际舆论较普遍认为美国的意图是占有伊拉克的石油资源。但后来的事实已证明,不仅伊拉克的石油资源主权依然为伊拉克人民所有,美国也未拥有获取伊拉克石油资源或者进口的特权。至于人们关注的油气开发投资,美国石油公司也没有获得特别的优势或优惠。出于商业和经济性等因素考虑,美国油企在伊拉克战后重建中并不积极,获得的项目数量有限且效益不佳。以这样有限的石油相关利益,根本无法解释美军在伊拉克战争中几万亿美元的投入。
II. What Kind of “Oil Interests”?
二、什么样的石油利益?
The next question, then, is what kind of oil-related interests the Trump administration seeks to obtain. Trump has stated that this time it should not be like the Iraq War, but rather that they must “keep the oil.” Although the United States does not, in fact, need Venezuelan oil to meet domestic consumption demand or ensure energy security, oil revenues are of critical importance to Venezuela. Oil can therefore serve as an important lever and instrument for Trump to advance a range of political, security, and diplomatic interests. By intervening in Venezuela’s oil development and partially controlling its oil export revenues, the United States can not only obtain some immediate tangible benefits, but also strike at competitors in the international energy market, deter and constrain its strategic rivals, and thereby advance national security strategies such as the so-called “Donroe Doctrine.” Specifically, the first objective is to realize Trump’s “energy dream.” Factors such as his business background, Republican Party affiliation, and long-term influence and lobbying by major oil interests have given Trump a deep fixation on oil. He views oil as synonymous with wealth and believes that a strong oil industry underpins national strength. At the start of his second term, Trump introduced Energy and Environmental Policy 2.0, vigorously promoting the extraction and export of fossil fuels such as oil and gas, while intensifying pressure and sanctions on countries such as Russia and Iran in an effort to consolidate the United States’ “energy dominance” globally. Some analyses suggest that Trump has chosen to forgo sectors such as new energy, where China’s advantage is increasingly pronounced”:, and instead leverage the United States’ strengths in fossil fuels to expand global “energy hegemony.” One of the aims is to counter China’s challenge by using fossil energy advantages to compete against China’s strengths in new energy and electricity—employing “oil hegemony” or “oil power” to counter China’s “electricity superpower” or “electrical power.” Under the influence of this strategic fixation, Trump is attempting to extend U.S. “energy dominance” to Venezuela and even across the Western Hemisphere, with the aim of achieving comprehensive control over the Americas’ resource and energy base and ultimately building a “resource empire.”
那么接下来的第二个问题就是,特朗普政府期望得到什么样的石油利益?特朗普表示这次不能像伊拉克战争那样,而是要“把石油留下”。虽然实际上美国并不那么需要用委内瑞拉石油来满足国内消费需求或保障能源供应安全,但石油收入对委内瑞拉很重要,石油可以成为特朗普实现其政治、安全及外交等诸多利益的重要抓手和杠杆,通过介入委石油开发、部分掌控其石油出口收入等,美国既可以获得一些眼前的实际利益,又可以打击国际能源市场的竞争者,震慑和牵制其战略对手,进而实现所谓的“唐罗主义”等国家安全战略构想。具体而言,一是践行特朗普的“能源梦”。自身的商人属性、共和党背景及受诸多石油大佬长期“熏陶”、游说等因素,使得特朗普有着很深的石油执念和情结,认为石油代表财富,石油产业强则国家强。特朗普二任伊始即推出能源环境新政2.0,大力推动油气等化石能源开采和出口,强化对俄罗斯、伊朗等的打压和制裁,极力巩固美国在全球的“能源主导地位”。有分析指出,特朗普放弃中国优势地位日益突出的新能源等产业,转而借助美国占优势的化石能源,试图扩展全球“能源霸权”,其目的之一就是应对中国的挑战,试图以化石能源优势竞赢中国的新能源和电力优势,以“石油霸权”或“油权”对抗中国的“电力王国”或“电权”。在此执念影响下,特朗普试图把美国的“能源主导”扩张覆盖到委内瑞拉乃至西半球,以期全面控制美洲的资源能源,进而打造梦想中的“资源帝国”。
The second objective is to reward domestic oil interest groups. Republican administrations in the United States have traditionally maintainedclose ties with fossil fuel interest groups. Trump’s return to power depended in no small part on strong support from domestic oil interests, and the introduction of his Energy and Environmental Policy 2.0 has likewise significantly benefited the domestic fossil fuel industry. Following the U.S. military intervention in Venezuela, international opinion has generally held that the U.S. energy sector stands to be one of the primary beneficiaries. Trump has required Venezuela to hand over 30–50 million barrels of oil to be sold by the United States, with part of the revenues subject to U.S. control, a move that benefits certain oil-related enterprises. Some U.S. refineries will benefit from importing Venezuelan heavy crude at relatively low cost. The Trump administration’s call to enter Venezuela’s oil sector has been responded to by Chevron, which has long operated in Venezuela, as well as by some smaller firms. In the medium to long term, as conditions improve, not only are U.S. oil companies such as Chevron expected to benefit from future oil development in Venezuela, but companies such as ExxonMobil and ConocoPhillips may also be able to recover billions of dollars in outstanding loans and compensation claims in Venezuela.
二是回馈国内石油利益集团。美国共和党政府向来与化石能源利益集团关系密切,特朗普能够再次上台离不开国内石油利益集团的大力支持,其能源环境新政2.0的推出也在很大程度上利好国内化石能源产业。此次美军事介入委内瑞拉后,国际舆论普遍认为美国能源行业有望成为最大受益者。特朗普要求委内瑞拉将3000万—5000万桶石油交给美国销售并支配部分收入,此举惠及部分石油相关企业。美国的部分炼厂将因从委进口重质油的低成本等原因而受益。特朗普政府进军委内瑞拉石油业的号召也得到在委长期经营的雪佛龙及一些小企业的响应。中长期看,随着形势的好转,不仅雪佛龙等美油企有望从未来委石油开发中获益,埃克森美孚、康菲石油等也有望收回在委数十亿美元的未偿贷款和赔偿金。
The third objective is to deter and strike out at international competitors. In the near term, the blockade and crackdown on Venezuela-related “shadow fleets” will directly undermine efforts by countries such as Russia and Iran to circumvent U.S. energy sanctions, and will significantly reduce China’s imports of low-cost Venezuelan heavy crude. Trump has also threatened to cut off Venezuela’s oil supplies and financial flows to Cuba, which will inevitably exacerbate Cuba’s livelihood crisis and increase both domestic and external pressures on its government. In the medium to long term, the deepening of U.S. involvement in and influence over Venezuela’s oil sector will not only help enhance the United States’ influence and competitiveness in the global oil market, but will also impact a wide range of market competitors. Canadian oil will face greater pressure on export prices and market share; the ability of OPEC countries such as Saudi Arabia to influence the international oil market will be weakened; the entry of Venezuelan oil into the market, lowering oil prices, will pose a threat to Russia’s fiscal revenues and economic stability; and China’s oil investments in Venezuela will encounter greater obstacles. In addition, the European Union’s already sharply increased dependence on U.S. energy following the Russia–Ukraine conflict is likely to deepen further.
三是借机震慑、打击国际竞争对手。近期内,对委内瑞拉相关影子船队的封锁打击,将直接冲击俄罗斯和伊朗等国应对美能源制裁的努力,大幅削减中国对委内瑞拉低价重质油的进口。特朗普威胁切断委内瑞拉对古巴的石油供应和资金流入,也不可避免加剧古巴民生危机和政府面临的内外压力。中长期看,美对委石油业介入和影响程度的加深,不仅有助于美国提升自身在国际石油市场的影响力和竞争力,还将冲击诸多市场竞争对手。加拿大石油的出口价格和市场份额面临更大压力,沙特等欧佩克国家影响国际石油市场的能力将受到削弱,委石油进入市场压低油价将对俄罗斯财政收入和经济稳定构成威胁,中国在委石油投资的阻力也会增大。此外,欧盟在俄乌冲突后急剧上升的对美能源依赖程度将会进一步加深。
The fourth objective is to reap domestic political gains and support the Republican Party in the midterm elections. Recently, as polling support has declined ahead of the midterms, Trump has shown a strong sense of crisis regarding the electoral outlook, even stating that “if the midterms are lost, impeachment may follow.” To this end, Trump has been increasingly active on the international stage, actions that can to some extent be explained from the perspective of domestic politics. With respect to intervention in Venezuela’s oil sector, whether through direct or indirect benefits to domestic energy companies, through deterring and striking out at competitors such as OPEC, Cuba, Russia, and Iran, or through the anticipated reduction of oil prices to appease domestic consumers, all of these measures can, to a certain extent, help Trump secure more support from voters in the midterm elections. Trump has long regarded increasing production and lowering oil prices as good economic news, and has listed them among the priorities of his second term. As voters continue to express concern over the cost of living, expanding the slogan and policy of “drill, baby, drill” to Venezuela and Latin America has become increasingly urgent for the Trump administration.
四是收割国内政治利益,助力共和党中期选举。近来,因在中期选举前的民调支持率下降,特朗普对选举前景的危机感很重,自称“若中期选举落败将可能被弹劾”。为此,近期特朗普在国际舞台上动作频频,在一定程度上都可以从国内政治的视角找到解释。就介入委内瑞拉石油业而言,不论是国内能源企业直接或间接从中受益,还是通过震慑打击欧佩克、古巴、俄罗斯和伊朗等竞争对手,亦或是通过预期中的压低油价安抚国内消费者,都可以在一定程度上有利于特朗普在中期选举中获取更多选民的支持。特朗普长期以来将增加产量和降低油价视为经济福音,并列入其二任内的优先事项。随着选民持续表达对生活成本的焦虑,把“钻探,使劲钻探”(drill, baby, drill)的口号和政策大幅扩展到委内瑞拉及拉美,对特朗普政府而言就变得十分紧迫。
III. Can the United States Control Venezuela’s Oil?
三、美国能否控制委内瑞拉石油?
The third question of concern is the extent to which the United States can control Venezuela’s energy lifeline. Trump harbors ambitious plans for Venezuela’s oil sector and has taken frequent actions both domestically and internationally, attempting to achieve multiple objectives by “controlling Venezuela’s fiscal and energy lifelines.” Relatively speaking, major U.S. oil companies possess a deep operational foundation and experience in Venezuela’s oil sector. If the United States lifts sanctions and a new Venezuelan government provides certain facilitation measures, the likelihood of increased U.S. investment in Venezuela will rise significantly—at least higher than during the Maduro period and the post–Iraq War period. However, due to uncertainties surrounding Venezuela’s future situation and various political and economic constraints, significant obstacles remain to the realization of Trump’s “energy ambition.”
外界关注的第三个问题是,美国对委能源命脉的掌控能够到什么程度?特朗普对委石油业野心勃勃,为此在国内外动作频频,试图通过“掌控委内瑞拉的财政和能源命脉”来实现其多重目标。相对而言,美石油巨头在委石油领域有深厚的经营基础和经验,在美解除制裁、委新政府提供某些便利的情况下,增加在委投资的概率将显著增大,至少会高于马杜罗时期和伊拉克战后。不过,受未来委局势不确定性和诸多政治经济因素的制约,特朗普“能源美梦”的落地仍障碍重重。
Trump’s short-term objectives may be partially achieved. Prior to U.S. military intervention, key factors affecting Venezuela’s oil production capacity and exports were U.S. oil sanctions and the blockade of shadow fleet. At present, the initiative to lift sanctions and remove the blockade lies in the hands of the Trump administration. Moreover, compared with the period following the 2003 Iraq War, the United States currently has stronger economic incentives to import Venezuela’s heavy crude oil. With Venezuelan oil being successfully transported to the United States for sale, the U.S. government’s aim of partially controlling and influencing Venezuela’s oil revenues will gain a new starting point. If subsequentnegotiations and transactions between Trump and a Venezuelan transitional government proceed smoothly, U.S. imports of Venezuelan oil are likely to increase significantly, and other oil companies will become more willing to invest in Venezuela. Ali Moshiri, former head of Chevron’s Latin America business, has stated that the company is raising $2 billion to invest in identified Venezuelan oil assets, with part of the capital already deployed in advance. Some analyses suggest that, if the political transition proceeds smoothly and U.S. sanctions and blockades are lifted, production capacity could recover within a few months, with Venezuela’s oil output expected to reach 1.2 million barrels per day by the end of 2026. Clayton Seigle, a researcher at the Center for Strategic and International Studies (CSIS), has noted that if sanctions are lifted and the necessary political, legal, and financial conditions are met, Venezuela’s oil production could even rebound to 1.5 million barrels per day by 2028.2
特朗普的近期目标有望部分实现。美军事介入之前,影响委内瑞拉石油产能和出口的重要因素在于美国的石油制裁和对影子油轮的封锁,而当前取消制裁和封锁的主动权已掌握在特朗普政府手中。且较2003年伊拉克战后,美国当前进口委内瑞拉重质油的经济动力更足。随着委内瑞拉石油顺利运抵美国销售,美国政府部分控制和影响委石油收入的愿望便有了一个新起点。后续如果特朗普与委代政府的谈判和交易进展顺利,未来美从委进口的石油数量将显著增加,其他油企对委投资意愿也会增强。雪佛龙前拉丁美洲业务负责人阿里·莫西里表示,该公司正筹集20亿美元资金准备投资已确定的委内瑞拉石油资产,部分资本已提前布局。有分析指出,如果政治过渡顺利,且美对委制裁和封锁被解除,产能或许在几个月内恢复,委石油产量有望在2026年底增至120万桶/日。华盛顿战略与国际研究中心研究员西格尔(Clayton Seigle)指出,如果制裁解除及相关政治、法律和资金等条件都具备的话,到2028年委内瑞拉石油产量甚至有望反弹至150万桶/日。
However, in the medium to long term, the pace and extent of the recovery of Venezuela’s oil production capacity are likely to fall far short of the Trump administration’s expectations. Compared with Trump’s persistent pursuit of “energy dominance,” U.S. oil companies are more concerned with “energy dividends” and commercial returns. In November 2025, U.S. domestic oil production increased by only 3 percent compared with December 2024, and this growth was mainly due to improvements in field efficiency rather than Trump’s energy policy initiatives. In Venezuela, Trump has claimed that substantial investment will be made to restore the country’s oil infrastructure, but major oil companies have responded coolly. On January 9, 2026, when Trump convened oil executives at the White House to discuss investment in Venezuela, ExxonMobil CEO Darren Woods stated bluntly that Venezuela’s oil industry currently “does not have investment value.”
但从中长期看,委内瑞拉石油产能恢复的速度和程度恐将远低于特朗普政府的预期。相对于特朗普孜孜以求的“能源主导”地位,美油企更关心的是“能源股息”和商业利益。2025年11月美国内石油产量仅比2024年12月增长3%,且主要得益于油田效率提升而非特朗普的能源新政。在委内瑞拉,特朗普声称将投入巨资修复委石油基础设施,但主要油企对此反应冷淡。2026年1月9日,特朗普在白宫召集油企高管商讨对委投资时,埃克森美孚首席执行官达伦·伍兹直言委石油产业目前“不具备投资价值”。
There are many obstacles affecting the recovery of Venezuela’s oil production capacity and the large-scale entry of U.S. companies, mainly including the following: First, weak commercial viability. Venezuelan crude is predominantly heavy crude oil, which is difficult and costly to develop, making it unattractive to oil companies when global oil prices are relatively low. Oversupply in the international oil market may push oil prices below $50 per barrel over the next one to two years, falling below the breakeven point for most existing Venezuelan oil fields. At present, U.S. oil companies’ investment focus is primarily on domestic projects and low-cost offshore oil and gas resources in South America, such as those in Guyana. Second, high political risk. Many industry insiders have noted that oil companies will not make substantive commitments until the political situation has largely stabilized. U.S. oil companies emphasize that Venezuela must undertake major reforms before they will make large-scale investments in its oil sector. Third, high investment costs. Aging drilling platforms, pipelines, ports, and other infrastructure, combined with neglect and mismanagement, have left Venezuela’s oil facilities in far worse condition than expected. Restoring existing infrastructure alone would require investments on the order of hundreds of billions of dollars. In addition, Venezuela’s oil sector faces numerous challenges in areas such as talent reserves, power supply, and supporting infrastructure, making large-scale recovery of production capacity a long and difficult task.
影响委石油产能恢复及美企后续大规模进入的障碍很多,主要有以下几个方面:一是商业性较差。委原油主要为重质油,开发难度大,成本高,在油价相对低迷的情况下对石油公司缺乏吸引力。国际石油市场供应过剩或致今明两年油价跌破每桶50美元,低于委多数现有油田的盈亏平衡点。目前美石油公司投资兴趣点主要在本土及圭亚那等南美深海低成本油气资源。二是政治风险高。许多业内人士指出,在政局基本稳定之前,石油公司将不会做出实质承诺。美油企强调,在大规模投入委石油业之前,委内瑞拉必须进行重大改革。三是投资成本大。钻井平台、管道及港口等设施老化和管理疏忽使得委石油设施破败程度远超预期,仅修复现有设施就需要上千亿美元的投入。且委石油业人才储备、电力保障及配套供应等方面的问题也很多,大规模产能恢复任重道远。
IV. Will China–Venezuela Cooperation Be Affected?
四、是否影响中委合作?
The final question concerns China—namely, whether China–Venezuela energy cooperation still has prospects. On the one hand, U.S. intervention has a relatively limited impact on China’s oil imports. China was once a major buyer of Venezuelan crude oil, but with declining production and China’s efforts to diversify its oil import sources, the share of Venezuelan oil in China’s imports has declined significantly in recent years. In 2024, China imported 1.49 million tons of crude oil from Venezuela, accounting for approximately 0.27% of its total imports. Following Trump’s return to office and the continued strengthening of sanctions and blockades on Venezuelan oil, China’s imports from Venezuela fell further to 0.07% of total imports during January–November 2025. Under the constraints of oil sanctions and blockades, some Chinese refineries have shifted to importing from countries such as Iran and Canada. Although costs have increased significantly, the impact on China’s overall oil consumption has been limited. Regarding Venezuela’s oil exports, although Trump has sought to exclude China from investment in Venezuela’s oil sector, he has publicly stated that he hopes oil produced by U.S. companies in Venezuela will be sold to China. If Venezuela’s oil production returns to a relatively high level, the United States’ own relatively limited demand will be insufficient to absorb it all, and China would be an ideal target market. Moreover, U.S. imports of Venezuelan oil would necessarily mean reducing imports of similar-grade oil from Canada, which would lead to more Canadian oil exports flowing to China. Beyond Venezuela, China has many options for oil imports. Following U.S. military intervention in Venezuela, Brazil has already indicated that it will expand oil exports to China.
最后一个问题跟中国有关,即中委能源合作是否还有机会?一方面,美介入对中国石油进口影响相对有限。中国曾是委内瑞拉原油的主要买家,但随着其产量下降和中国推进石油进口多元化,近年来委石油在中国进口中的占比显著下降。2024年,中国从委进口原油149万吨,约占总进口量的0.27%。随着特朗普二任上台后持续加强对委石油制裁和封锁,2025年1—11月中国从委石油进口占比已降至0.07%。在石油制裁和封锁下,中国一些地方炼厂转自伊朗、加拿大等国进口,虽成本显著增加,但就中国整体石油消费而言冲击有限。在委石油出口问题上,特朗普虽然极力排除中国在委石油业投资,但公开表态希望把美企在委产出的石油卖给中国。如果委内瑞拉石油产量恢复到较高的水平,美国本身相对有限的需求不足以全部消化,中国是其理想的目标市场。且美国进口委内瑞拉石油意味着其必然要放弃进口加拿大类似品质的石油,这将使加拿大的石油出口会更多流向中国。除了委内瑞拉外,中国石油进口还有很多选项。在美军事介入委内瑞拉后,巴西已表示要扩大对华石油出口。
On the other hand, opportunities for Chinese oil companies to invest in Venezuela still exist. China’s investment in Venezuela is mainly concentrated in oil and mineral extraction and manufacturing, and its stock of foreign direct investment (FDI) has declined significantly in recent years due to U.S. sanctions on Venezuelan oil, falling from $3.5 billion in 2018 to $318 million in 2024.3 In the short term, China’s oil-related investments and debts in Venezuela face increased risks and uncertainties. However, in the medium to long term, there are still opportunities for Chinese investment in Venezuela’s oil sector. Western oil companies are relatively more sensitive to profit returns and are more likely to adopt a wait-and-see approach or withdraw from countries with poor business environments. By contrast, Chinese oil companies have gone through years of hard-earned experience overseas and possess more extensive experience operating under difficult and complex conditions, as well as stronger survival capacity and resilience. For example, in the initial bidding for oil projects after the 2003 Iraq War, U.S. companies hesitated and waited. Although some entered later, some projects performed poorly, and certain assets were transferred to Chinese oil companies. In Venezuela, Chinese companies have operated for a long time, have extensive experience in developing heavy crude, and possess clear cost and technological advantages. They are not only strong competitors for related projects in the future recovery of Venezuela’s oil production capacity, but also indispensable partners for U.S. and Western oil companies.
另一方面,中国石油企业在委投资机会尚存。中国在委投资主要集中于石油和矿产开采及制造业,其外国直接投资(FDI)存量近年来也因美对委石油制裁等出现显著下降,由2018年的35亿美元降至2024年的3.18亿美元。短期看,中国在委石油相关投资及债务等面临的风险和不确定性增大。但从中长期看,中资在委石油投资仍有机会。西方石油公司相对而言“身娇体弱”,对利润回报更为敏感,对于营商环境较差国家更多的选择是观望或退出。而中国油企在海外经历了多年的“摸爬滚打”,在艰苦复杂条件下经营的经验更为丰富,生存能力和韧性更强。如在2003年伊拉克战后初期的石油项目招标中,美企犹豫观望,后期虽有进入但部分项目效益不佳,有些资产转让给了中国油企。在委内瑞拉,中企经营时间长,重质油开发经验丰富,成本和技术优势明显,不仅是未来委石油产能恢复过程中相关项目有力的竞争者,也是美西方油企不可或缺的合作伙伴。
