Xi Jinping, general secretary of the Chinese Communist Party (CCP) Central Committee, met with Vincent Siew, honorary chairman of the Taiwan Cross-Strait Common Market Foundation, and his delegation at the Bo’ao Forum for Asia on the morning of April 8. He stressed that the mainland is firmly determined to promote the peaceful development of cross-Strait relations, with clearly defined policies. We will maintain the continuity of our general policy towards Taiwan, continue to implement policies that have been proven to be effective, and continue to make new achievements in the development of cross-Strait relations for the betterment of our compatriots on both sides of the Taiwan Strait. Compatriots on both sides of the Taiwan Strait must sincerely unite and cooperate, and work together towards the great rejuvenation of the Chinese nation.

Xi Jinping pointed out that with the realization of the comprehensive cross-Strait “Three Direct Links,”1 and particularly after the signing and implementation of the Cross-Strait Economic Cooperation Framework Agreement (ECFA), we have started a new phase in the development of cross-Strait economic relations. “Those who are willing to take advantage of the situation will be the first to do so, and those who are able to plan for the situation will succeed.” For Chinese people on both sides of the Taiwan Strait, the key is to truly identify and effectively grasp historical opportunities, follow the trend of the times, join hands to promote the peaceful development of cross-Strait relations, and create a better future for the Chinese nation.
习近平表示，两岸全面直接双向“三通”已经实现，尤其是两岸经济合作框架协议的签署和实施，开启了两岸经济关系新的发展阶段。“肯取势者可为人先，能谋势者必有所成。”对海峡两岸中国人来说，重要的是真正认识和切实把握历史机遇，顺应时代发展潮流，携手推动两岸关系和平发展，共同开创中华民族美好未来。
For the promotion of cross-Strait cooperation, President Xi raised four points of hope.
习近平对促进两岸合作提出４点希望。
First, we hope to promote cross-Strait economic cooperation in the spirit that the compatriots on both sides of the Taiwan Strait are one family. Compatriots on both sides of the Taiwan Strait belong to the same Chinese nation, and the economies on both sides of the Taiwan Strait belong to the same Chinese economy. We will give greater consideration to the needs and interests of our compatriots in Taiwan, and actively seek to sooner grant Taiwan enterprises the same treatment as their mainland counterparts in investment and economic cooperation, so as to create a broader space for deepening cross-Strait economic cooperation.
第一，希望本着两岸同胞一家人的理念促进两岸经济合作。两岸同胞同属中华民族，两岸经济同属中华民族经济。我们会更多考虑台湾同胞的需求和利益，积极促进在投资和经济合作领域加快给予台湾企业与大陆企业同等待遇，为深化两岸经济合作提供更广阔的空间。
Second, we hope that the two sides of the Taiwan Strait will strengthen economic dialogue and coordination at the highest levels and jointly push economic cooperation to a new level. It is necessary to better exercise the functions of the Economic Cooperation Committee within the Cross-Strait ECFA to strengthen communication on the situation, policies, and development plans, and bring more foresight and coordination to economic cooperation. We must accelerate the expansion of industrial cooperation, expand two-way investments, deepen cooperation in financial services, and explore new forms of cooperation.
第二，希望两岸加强经济领域高层次对话和协调，共同推动经济合作迈上新台阶。有必要更好发挥两岸经济合作框架协议内经济合作委员会的功能，加强形势、政策、发展规划沟通，增强经济合作的前瞻性和协调性。要加快拓展产业合作，扩大双向投资，深化金融服务业合作，探索新的合作途径。
Third, we hope that the two sides of the Taiwan Strait will accelerate negotiations on follow-up agreements to the Cross-Strait ECFA to better institutionalize economic cooperation. Both sides of the Taiwan Strait must sign the agreement on trade in services as soon as possible and strive to complete the consultation on trade in goods and dispute settlement within the year. The two sides of the Taiwan Strait may discuss in a timely and pragmatic manner the appropriate and feasible ways for joint economic development and the convergence of regional economic cooperation processes, to further invigorate cross-Strait economic cooperation.
第三，希望两岸加快经济合作框架协议后续协议商谈进程，提高经济合作制度化水平。两岸应该争取尽快签署服务贸易协议，力争在年内完成货物贸易、争端解决等议题的磋商。两岸可以适时务实探讨经济共同发展、区域经济合作进程相衔接的适当方式和可行途径，为两岸经济合作增添新的活力。
Fourth, we hope that compatriots on both sides of the Taiwan Strait will unite and cooperate on working together for the great rejuvenation of the Chinese nation. Every achievement, either on the mainland or in Taiwan, deserves the pride of the Chinese people on both sides of the Taiwan Strait. By promoting the peaceful development of cross-Strait relations together, compatriots on both sides of the Taiwan Strait are contributing to the great rejuvenation of the Chinese nation. We will overcome difficulties and obstacles along the way and continue to make new achievements in the peaceful development of cross-Strait relations, so long as we all consider the overall interests of the Chinese nation in all matters.
第四，希望两岸同胞团结合作，共同致力于实现中华民族伟大复兴。大陆和台湾取得的每一项发展成就，都值得两岸中国人自豪。两岸同胞共同推动两岸关系和平发展，就是在为实现中华民族伟大复兴作贡献。只要两岸凡事都从中华民族整体利益考虑，就一定能克服前进道路上的各种困难和阻碍，推动两岸关系和平发展不断取得新成就。
Vincent Siew said that cross-Strait relations in the past five years have opened up a new horizon of peaceful development, with substantial achievements. We must cherish what has been accomplished, consolidate mutual trust, deepen cooperation, and push cross-Strait relations towards a brighter future on the right path of peaceful development. The two sides of the Taiwan Strait must strengthen policy coordination and joint discussion of economic strategies to form closer ties and cooperation. We hope that both sides of the Taiwan Strait will face the new global economic situation together, build a common vision together, participate in regional economic integration together, work together for mutual benefit and prosperity, and revitalize the Chinese nation.
萧万长表示，过去５年两岸关系开启和平发展的崭新局面，获致极为丰硕成果，我们应该倍加珍惜，巩固互信，深化合作，推动两岸关系在和平发展的正确道路上取得更大成就。两岸应加强政策协调和经济战略共同探讨，形成更紧密的联系和合作。希望两岸共同面对全球经济新局，共同构筑两岸愿景，共同参与区域经济整合，携手合作，互利共荣，振兴中华。
