The Resolution of the CCP Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization (hereinafter referred to as the Resolution) adopted at the Third Plenum of the 20th Party Central Committee proposed that we must deepen cross-military reform. This is a strategic deployment made by the Party Central Committee with Comrade Xi Jinping as the core to coordinate development and security, enrich the country, and strengthen the military, and to focus on accelerating the modernization of national defense and the military. It is a major measure to consolidate and expand the achievements of national defense and military reform and create a new situation in the reform and strengthening of the military. All parties must thoroughly study and understand the strategic considerations of the Party Central Committee, grasp the important significance and practical requirements of deepening cross-military reforms, and complete various reform tasks with high standards.
党的二十届三中全会通过的《中共中央关于进一步全面深化改革、推进中国式现代化的决定》(以下简称《决定》)提出,要深化跨军地改革。这是以习近平同志为核心的党中央统筹发展和安全、富国和强军,着眼加快国防和军队现代化作出的战略部署,是巩固拓展国防和军队改革成果、开创改革强军新局面的重大举措。各方面要深入学习领会党中央的战略考量,把握深化跨军地改革的重要意义和实践要求,高标准完成各项改革任务。
I. Significant achievements have been made in cross-military reforms in the new era

Since the 18th Party Congress, our Party has focused on achieving the Party’s goal of building a strong military in the new era, incorporated the deepening of national defense and military reforms into the overall plan of deepening reform comprehensively, and led the most extensive and profound national defense and military reforms since the founding of New China. In this great transformation, the Party Central Committee has regarded cross-military reform as an important part, strengthened top-level design, cross-domain coordination, and coordinated promotion, and achieved a series of important theoretical, institutional, and practical results.
党的十八大以来,我们党着眼实现党在新时代的强军目标,把深化国防和军队改革纳入全面深化改革总盘子,领导开展新中国成立以来最为广泛、最为深刻的国防和军队改革。在这场伟大变革中,党中央把跨军地改革作为一项重要内容,加强顶层设计、跨域统筹、协调推进,取得一系列重要理论成果、制度成果、实践成果。
(a) We have improved the leadership management system for coordinating economic and national defense construction. We have focused on forming an integrated national strategy system and capabilities, built a leadership management system that coordinates economic and national defense construction, reshaped the organizational management system, work operation system, and policy and institution system, and promoted coordinated, balanced, and compatible development of economic and national defense construction. We have built a Party leadership system that takes overall charge of and coordinates all parties in the field of national defense development, strengthened the centralized and unified leadership of the Party Central Committee over national defense development, especially national defense S&T and weapons and equipment construction, and given full play to China’s institutional advantages and the advantages of the new structure for leveraging national capabilities to promote national defense construction.
(一)完善统筹经济建设和国防建设的领导管理体系。着眼形成一体化国家战略体系和能力,构建统筹经济建设和国防建设的领导管理体制,重塑组织管理体系、工作运行体系、政策制度体系,推动经济建设和国防建设协调发展、平衡发展、兼容发展。构建国防发展领域总揽全局、协调各方的党的领导体系,加强党中央对国防发展特别是国防科技和武器装备建设的集中统一领导,充分发挥我国制度优势和新型举国体制优势推进国防建设。
(b) We have built a service and assurance system for retired military personnel. We have focused on safeguarding the legitimate rights and interests of military personnel and their families, made military personnel a profession respected by the whole society, established a centralized and unified management and support system for veterans with clear responsibilities, set up the Ministry of Veterans Affairs, established leading and administrative bodies for veterans affairs at the county level and above, built six levels of veterans service centers from the national level to the village (community) level, issued the Veterans Protection Law of the People’s Republic of China, formulated supporting policies on placement and employment, preferential treatment and commendation, and services and guarantees, and formed a veterans work pattern with vertical linkages, horizontal coordination, and combined nationwide efforts.
(二)构建退役军人服务保障体系。着眼维护军人军属合法权益,让军人成为全社会尊崇的职业,建立集中统一、职责清晰的退役军人管理保障体制,组建退役军人事务部,在县级以上成立退役军人事务工作领导机构和行政机构,建成从国家到村(社区)六级退役军人服务中心,出台《中华人民共和国退役军人保障法》,制定安置就业、优抚褒扬、服务保障等方面配套政策,形成纵向联动、横向协同、全国一盘棋的退役军人工作格局。
(c) We adjusted the leadership and command system and force structure of the armed police force. In accordance with the principle of the military being the military, the police being the police, and the civilians being the civilians, the armed police force was adjusted to be under the organizational structure of the CMC and is now under the centralized and unified leadership of the Party Central Committee and the CMC, further strengthening the Party’s absolute leadership over the armed forces throughout the country. The gold, forestry, and hydropower units of the Armed Police have been transferred as a whole to relevant functional departments of the state and reorganized into non-active professional teams. The public security border, fire, and guard forces are no longer included in the Armed Police force lineup and have all been withdrawn from active service. We have formed the China Coast Guard. Through adjustments and reforms, the functions of the armed police force have become more focused, and the leadership and command system and force system have been optimized.
(三)调整武警部队领导指挥体制和力量结构。按照军是军、警是警、民是民的原则,调整武警部队归中央军委建制,由党中央、中央军委集中统一领导,进一步强化党对全国武装力量的绝对领导。整体移交武警黄金、森林、水电部队至国家有关职能部门并改编为非现役专业队伍,不再将公安边防、消防、警卫部队列武警部队序列并全部退出现役,组建海警总队。通过调整改革,武警部队职能更加聚焦,领导指挥体制和力量体系得到优化。
(d) We have adjusted the national defense mobilization system and air traffic management system. We have implemented the reform of the national defense mobilization system, scientifically allocated the national defense mobilization functions of the Party, government, and military systems, optimized and reorganized the national, provincial, municipal, and county national defense mobilization committees, adjusted and established relevant service agencies, established a cross-military coordination mechanism for national defense mobilization command and utilization, and formed a new national defense mobilization pattern in which the military and localities perform their respective duties and work closely together under the leadership of the Party. We have implemented air traffic control system reform, established relevant leadership and service agencies at the central and local levels, and accelerated the optimization of the national air traffic management system. In addition, we have implemented adjustments and reforms to the reserve forces, and launched a series of reform measures in the areas of social support for the military and collaborative military-civilian innovation in S&T, achieving solid results.
(四)调整国防动员体制和空中交通管理体制。实施国防动员体制改革,科学配置党政军系统国防动员职能,优化重组国家和省、市、县四级国防动员委员会,调整设立相关办事机构,建立国防动员指挥运用军地协调机制,形成在党领导下军地各司其职、密切协同的国防动员新格局。实施空管体制改革,在中央和地方层面成立相关领导机构和办事机构,加快优化国家空中交通管理系统。此外,还实施预备役部队调整改革,在军队保障社会化、军民科技协同创新等方面推出一系列改革举措,取得扎实成效。
(e) We have completely stopped the military’s paid services and reshaped the military’s asset management order. We have focused on maintaining the nature and character of the People’s Liberation Army, promoted the troops to focus on their main task of preparing for war, and completely stopped the paid service activities carried out by military organs, troops, and affiliated institutions at all levels. We have basically realized the goal of the army not engaging in business activities and achieved significant political, military, economic and social effects. We have innovated the military asset management model, explored ways to centrally manage military assets and replace military and local assets, and promoted the intensive use, marketized operation, and professionalized development of military asset resources.
(五)全面停止军队有偿服务、重塑军队资产管理秩序。着眼保持人民军队性质和本色,促进部队聚焦备战打仗主业,全面停止军队各级机关、部队及所属事业单位开展的有偿服务活动,军队不从事经营活动的目标基本实现,取得显著政治效应、军事效应和经济社会效应。创新军队资产管理模式,探索走开军队资产集中统管、军地资产置换路子,推动军队资产资源集约化利用、市场化运营、专业化发展。
II. Recognize the importance of deepening cross-military reform
二、认清深化跨军地改革的重要意义
Reform is a never-ending road. On the new journey of comprehensively promoting the construction of a strong nation and the great cause of national rejuvenation through Chinese-style modernization, facing the complex struggle situation and fierce military competition, we must continue to deepen national defense and military reforms with more resolute determination and will, constantly improve the leadership management system and mechanisms of the People’s Army and the joint combat system, deepen cross-military reform, and enhance the strategic capabilities to defend national sovereignty, security, and development interests. The importance of deepening cross-military reform can be understood by considering three aspects.
改革永远在路上。在以中国式现代化全面推进强国建设、民族复兴伟业的新征程上,面对复杂斗争形势和激烈军事竞争,需要以更加坚定的决心意志持续深化国防和军队改革,不断完善人民军队领导管理体制机制、联合作战体系,深化跨军地改革,提高捍卫国家主权、安全、发展利益战略能力。对深化跨军地改革的重要意义,可以从三个方面来认识。
(a) This is an important part of advancing the modernization of the national governance system and governance capacity. Upholding and improving the socialist system with Chinese characteristics and basically realizing the modernization of the national governance system and governance capacity by 2035 are the strategic tasks and important goals of our Party. After this round of national defense and military reforms, some institutions and mechanisms and policy and system issues in the national defense field have been effectively resolved, injecting strong impetus into national defense construction and providing powerful assurance. At the same time, with the changes in the national security situation and the development of the practice of building a strong nation and a strong military, national defense construction has encountered many new situations, and some contradictions and problems have gradually emerged, mainly concentrated in the intersections, connection points, and coordination links between the military and localities. The Resolution plans and promotes reforms in various fields such as the economy, politics, culture, society, ecological civilization, military, and foreign affairs as a whole, and makes deepening cross-military reform a key point in continuously deepening national defense and military reforms. The purpose is to resolve deep-seated institutional and mechanism obstacles and structural contradictions, make relevant systems for national defense construction more scientific and more complete, and adapt to and coordinate with national governance.
(一)这是推进国家治理体系和治理能力现代化的重要内容。坚持和完善中国特色社会主义制度,到2035年基本实现国家治理体系和治理能力现代化,是我们党的战略任务和重要目标。经过这一轮国防和军队改革,国防领域一些体制机制和政策制度问题得到有力破解,为国防建设注入了强劲动力、提供了有力保障。同时,随着国家安全形势变化和强国强军实践发展,国防建设遇到不少新情况,一些矛盾问题逐步显现,主要集中在军地交叉部位、衔接关口和协调环节。《决定》把经济、政治、文化、社会、生态文明、军事、外事等各领域改革作为整体来谋划和推进,把深化跨军地改革作为持续深化国防和军队改革的一个重点,就是要破解深层次体制机制障碍和结构性矛盾,使国防建设相关制度更加科学、更加完善,同国家治理相适应、相协调。
(b) We must promote the simultaneous increase of national defense strength and economic strength. Scientifically arranging the relationship between economic construction and national defense construction is a major issue that must be properly handled in order to promote Chinese-style modernization. At present, the global S&T revolution, industrial revolution, and military revolution are accelerating, and the interlinkages relationship between national strategic competitiveness, social productivity, and military combat effectiveness are growing closer. In particular, emerging fields such as space, cyberspace, and AI have the same technological sources, the same industry roots, and the same path, providing important opportunities for enhancing both national defense and economic strength. To consolidate and improve the integrated national strategy system and capabilities, we must use more powerful institutional arrangements and guarantees to promote the deep integration of national defense construction into economic and social development and promote the efficient integration and two-way mutual driving of new productive forces and new combat effectiveness. To deepen cross-military reform, we must continuously adjust relevant systems, optimize work mechanisms, strengthen strategic planning coordination, policy and system alignment, and resource factor sharing, and promote full integration of the strategic layout, the full integration of strategic resources, and the integrated use of strategic forces in various fields, and especially emerging fields.
(二)这是促进国防实力和经济实力同步提升的战略抓手。科学摆布经济建设和国防建设的关系,是推进中国式现代化必须正确处理的重大课题。当前,世界科技革命、产业革命、军事革命加速发展,国家战略竞争力、社会生产力、军队战斗力的耦合关联更为紧密,特别是太空、网络空间、人工智能等新兴领域技术同源、产业同根、路径同步,为提升国防实力和经济实力提供了重要机遇。巩固提高一体化国家战略体系和能力,需要以更加有力的制度安排和保障,促进国防建设深度融入经济社会发展,推动新质生产力同新质战斗力高效融合、双向拉动。深化跨军地改革,就是要持续调整相关体制、优化工作机制,加强战略规划统筹、政策制度衔接、资源要素共享,推进各领域特别是新兴领域战略布局一体融合、战略资源一体整合、战略力量一体运用。
(c) This is an inherent requirement for promoting the high-quality development of national defense and the military. President Xi pointed out that to accelerate the modernization of national defense and the military, high-quality development must be given top priority. At present, national defense and military construction are at a critical stage of improving quality and efficiency. To achieve the centennial objectives of the army’s founding and accelerate the modernization of national defense and the military, we must adhere to overall coordination, systematic construction, and system-based governance, coordinate the promotion of governance in various fields, end-to-end governance, governance at all levels, and cross-military governance, and promote high-quality development through high-level governance. Comprehensively strengthening military governance represents a profound change in our Party’s military governance concepts and methods, and reform is an important driving force for comprehensively strengthening military governance. To deepen cross-military reforms, we must implement the concept of governance, further improve relevant organizational systems and operating systems, streamline relationships, clarify functions, and smooth out connections, strengthen cross-military and cross-field coordination, and form a cross-military work pattern in which everyone has their own responsibilities and collaborate closely with standardized and orderly processes, improve cross-military governance capacity, and improve the operational efficiency of the military system and the efficiency of the use of national defense resources.
(三)这是推动国防和军队高质量发展的内在要求。习主席指出,加快国防和军队现代化,必须把高质量发展放在首位。现在,国防和军队建设正处在提质增效的关键阶段,实现建军一百年奋斗目标、加快国防和军队现代化,需要坚持全局统筹、系统抓建、体系治理,协调推进各领域治理、全链路治理、各层级治理、跨军地治理,以高水平治理推动高质量发展。全面加强军事治理是我们党治军理念和方式的一场深刻变革,改革是全面加强军事治理的重要推动力。深化跨军地改革,就是要贯彻治理的理念,进一步完善相关组织体系和运行制度,理顺关系、厘清职能、畅通链路,加强跨军地、跨领域统筹,形成各司其职、紧密协作、规范有序的跨军地工作格局,提高跨军地治理能力,提高军事系统运行效能和国防资源使用效益。
III. Grasp the major measures to deepen cross-military reform
三、把握深化跨军地改革的重大举措
The Resolution makes clear deployments for deepening cross-military reform and arranges key reform tasks for the current and future period. It requires all levels to accurately understand and grasp them and fully implement them, with particular attention to the following three major initiatives.
《决定》对深化跨军地改革作出明确部署,安排了当前和今后一个时期重点改革任务,需要各级准确理解把握、全面贯彻落实,尤其要关注以下三个方面重大举措。
(a) We must improve the integrated national strategy system and capacity building working mechanisms. Consolidating and improving the integrated national strategy system and capabilities is a strategic move to cope with complex security threats and gain national development advantages. Under the strong leadership of the Party Central Committee, major progress has been made in building an integrated national strategy system and capabilities, the institutions, mechanisms, and policies have been comprehensively reshaped, and solid steps have been taken in coordinated development in key regions, key areas, and emerging areas. In the next step, we must focus on optimizing relevant work mechanisms and improving the level of cross-military coordination. We must improve the decision-making, deliberation, and coordination institutions and mechanisms for military-related matters, improve the mechanism for reporting military needs for national defense construction and cross-military alignment, improve the overall coordination mechanism for military standardization work, and promote the rapid and efficient transformation of China’s comprehensive strength into advanced combat effectiveness.
(一)健全一体化国家战略体系和能力建设工作机制。巩固提高一体化国家战略体系和能力,是应对复杂安全威胁、赢得国家发展优势的战略之举。在党中央坚强领导下,构建一体化国家战略体系和能力取得重大进展,体制、机制、政策全面重塑,重点区域、重点领域、新兴领域协调发展迈出扎实步伐。下一步,重点是优化相关工作机制,提高跨军地统筹协调水平。完善涉军决策议事协调体制机制,健全国防建设军事需求提报和军地对接机制,完善军队标准化工作统筹机制,促进国家综合实力快速高效转化为先进战斗力。
(b) We must optimize the national defense S&T industry system and layout. A strong national defense S&T industry is an important support for national defense and military modernization, and is the foundation for improving new combat effectiveness. Since the 18th Party Congress, the overall strength and core competitiveness of the Chinese national defense S&T industry have significantly improved, but the foundation is still insufficiently solid, and capabilities such as R&D, production, continuous supply, independent controllability, and peacetime-wartime conversion are not yet in line with the needs of the national security strategy. We must deepen the reform of the national defense S&T industry system, improve the construction management and operation mechanisms, improve the weapons and equipment procurement system, smooth the connections from the generation of combat requirements to the supply of weapons and equipment, and build a modernized weapons and equipment management system. We must further optimize the layout of the national defense S&T industry, improve the competitive selection and positive incentive mechanisms, strengthen the construction of core military industry capabilities, and build a robust and resilient national defense S&T industry system.
(二)优化国防科技工业体系和布局。强大的国防科技工业是国防和军队现代化的重要依托,是提升新质战斗力的基础。党的十八大以来,我国国防科技工业整体实力和核心竞争力显著提升,但基础还不够厚实,研发生产、持续供给、自主可控、平战转换等能力同国家安全战略需要还不相适应。应深化国防科技工业体制改革,完善建设管理运行机制,改进武器装备采购制度,畅通从作战需求生成到武器装备供给的链路,构建武器装备现代化管理体系。进一步优化国防科技工业布局,健全竞争择优、正向激励机制,加强军工核心能力建设,构建健壮强韧的国防科技工业体系。
(c) We must optimize the leadership management system and mechanisms for border and coastal defense. In accordance with the development of and changes in the national security environment, China’s border and coastal defense leadership management system has generally gone through the stages of military-led management after the founding of New China, military-civilian division of labor in management in the 1970s, and military-civilian division of labor and cooperation under the coordination of the Central Leading Group for Border Defense in the 1980s. The National Border Defense Committee was established in 1991 and renamed the National Border and Coastal Defense Committee in 2005. This system continues to be used to this day. While it has effectively maintained China’s border and coastal security, it also faces problems such as an incomplete organizational system for border and coastal defense work, unclear military and local responsibilities, and incomplete laws and regulations. In the next step, we will focus on strengthening the centralized and unified leadership of the Party Central Committee over border and coastal defense, optimizing the leadership management system and mechanisms for border and coastal defense, improving the mechanisms for joint border management by the Party, government, military, police, and civilians, enhancing our comprehensive capabilities for strengthening borders and defense, and providing strong guarantees for building a strong and stable modern border and coastal defense.
(三)优化边海防领导管理体制机制。根据国家安全环境的发展变化,我国边海防领导管理体制大体经历了新中国成立后军队为主管理、上世纪70年代军地分工管理、80年代在中央边防工作领导小组协调下军地分工协作等阶段,1991年设立国家边防委员会,2005年更名为国家边海防委员会。这一体制沿用至今,在有力维护国家边海防安全的同时,也面临边海防工作组织体系不够完备、军地事权不够明晰、法规制度不够完善等问题。下一步,重在加强党中央对边海防的集中统一领导,优化边海防领导管理体制机制,完善党政军警民合力治边机制,提升强边固防综合能力,为建设强大稳固的现代边海防提供有力保障。
IV. Jointly deepen the implementation of cross-military reform tasks
四、合力抓好深化跨军地改革任务落实
President Xi pointed out that reform involves both destruction and construction. If we follow the correct rules, we can achieve twice as much with half the effort. If we do not follow the rules, we will only achieve half or may even achieve less than nothing, while working twice as hard. Cross-military reform covers a wide range of areas and involves many departments. We must strengthen political guidance and organizational leadership and implement reforms with a spirit of perseverance.
习主席指出,改革有破有立,得其法则事半功倍,不得法则事倍功半甚至产生负作用。跨军地改革涵盖领域广、涉及部门多,必须加强政治引领和组织领导,以钉钉子精神抓改革落实。
(a) We must persist in being problem-oriented. Persisting in being problem-oriented is a distinctive feature of reform and an important experience of reform. To deepen cross-military reform, we must focus on problems, find ways to solve them, and make efforts to resolve deep-seated contradictions and problems. In advancing each reform task, we should identify the root causes and key issues that constrain national defense and military modernization, focus on the main contradictions and major aspects of the contradictions, break down the old and establish the new in areas of institutional shortcomings, build on our strengths and address our weaknesses in areas with mechanism shortcomings, clear the blockages where there are policy obstacles, break through barriers where there are interests involved, and effectively enhance the targeted and effective nature of reforms.
(一)坚持问题导向。坚持问题导向是改革的鲜明特征,也是改革的重要经验。深化跨军地改革,就是要奔着问题去,盯着问题改,向解决深层次矛盾问题发力。推进每一项改革任务,都应当找准制约国防和军队现代化的问题根源和关键,扭住主要矛盾和矛盾的主要方面,体制上有弊端的破旧立新,机制上有短板的固强补短,政策上有障碍的打通堵点,利益上有壁垒的聚力突破,切实增强改革的针对性实效性。
(b) We must persist in systematic advancement. Cross-military reform involves multiple military and civilian aspects and is related to many development and security factors. We must strengthen overall planning and coordination and enhance the systematic, holistic, and coordinated nature of the reforms. We should coordinate the research and demonstration, plan formulation, and organization and implementation of various reforms, clarify priorities, grasp the timing, degree, and effect, and achieve a unity of overall advancement and key breakthroughs. In advancing cross-military reform, we must not only grasp the particulars of this reform, but also consider its relevance to other reforms. We must ensure that cross-military reform moves in the same direction and resonates at the same frequency as other reforms.
(二)坚持体系推进。跨军地改革牵涉军地多个方面,关联发展和安全诸多因素,需要强化统筹兼顾,增强改革的系统性、整体性、协同性。应当统筹抓好各项改革的研究论证、方案制定、组织实施,明确优先序,把握时度效,实现整体推进和重点突破相统一。推进跨军地改革既要把握自身的特殊性,还要考虑与其他改革的关联性,确保跨军地改革与其他改革同向发力、同频共振。
(c) We must be proactive and prudent. Some major military-civilian reform measures have a far-reaching impact, so we must adhere to the general working principle of seeking progress while maintaining stability and promote their implementation in a proactive, solid and steady manner, and circumspect and prudent manner. We must focus on building up the new before breaking down the old, be bold and enterprising in strategy, be steady and circumspect in tactics, master the pace of reform, and control the risks of reform. Some reforms involve complex relations among interests. We must not only strengthen our awareness of progress, opportunities, and responsibilities and have the courage to break through inappropriate interest structures, but also be attentive to methods and strategies and properly handle the contradictions and problems encountered in the reform.
(三)坚持积极稳妥。一些跨军地重大改革举措牵一发而动全身,需要坚持稳中求进工作总基调,既积极主动又扎实稳健,稳妥审慎地推动落实。注重先立后破,战略上勇于进取,战术上稳扎稳打,掌握好改革节奏,控制住改革风险。有的改革触及复杂利益关系,既要强化进取意识、机遇意识、责任意识,勇于突破不适宜的利益格局,又要讲求方法策略,妥善处理改革中遇到的矛盾问题。
(d) We must uphold linkages between the military and localities. The deeper cross-military reform advances, the more difficult the problems it will encounter, and the more it will require all military and local parties to shoulder their due responsibilities and work together to overcome bottlenecks and difficulties in the reforms. All relevant departments and units should strengthen their awareness of the overall situation, be adept at appraising costs and benefits when it comes to major, general, and long-term things, and ensure that the local is subordinated to the overall situation and the individual elements are subordinated to the system. We must strengthen military-civilian consultation and linking, with the units with primary responsibility taking the initiative and participating units actively cooperating to ensure the implementation of all work in accordance with the division of responsibilities. We must focus on mobilizing and giving full play to the enthusiasm and creativity of all parties, listen extensively to opinions and suggestions, and maximize our combined wisdom and strength to deepen cross-military reform.
(四)坚持军地联动。跨军地改革越向纵深推进,遇到的硬骨头会越多,越需要军地各方面担起应尽的责任,齐心协力攻克改革堵点、难点。各相关部门和单位应强化大局观念,善于算大账、总账、长远账,做到局部服从全局、要素服从体系。加强军地协商对接,主责单位主动作为,参与单位积极配合,按照职责分工抓好各项工作落实。注重调动和发挥各方面积极性、创造性,广泛听取意见建议,最大限度凝聚深化跨军地改革的智慧和力量。
